About the Speakers
Kirstin Burch – Fair Housing Coordinator
City of Saint Paul, Office of Financial Empowerment
Kirstin Burch joined the City of Saint Paul in March 2019 as the Fair Housing Coordinator in the Office of Financial Empowerment. In her role, Kirstin works to affirmatively further fair housing with a focus on decreasing housing displacement and increasing housing access. The Office of Financial Empowerment lead efforts related to outreach, engagement and development of the S.A.F.E. Housing Saint Paul Tenant Protections, and will now lead the implementation process.
Pounnaphone Phomtalikhith is a Staff Attorney at Southern Minnesota Regional Legal Services (SMRLS) in the Metro Housing Unit. In her practice, she represents tenants in eviction defense, fair housing matters, and subsidized housing matters. Pounnaphone earned her Juris Doctor from Hamline University School of Law and is licensed to practice in Minnesota and New York.
Tara Skar is a staff attorney at Southern Minnesota Regional Legal Services (SMRLS), specializing in landlord-tenant law. She has been with SMRLS for over 3 years, practicing eviction defense, tenants' rights cases, and fair housing work.
