Can Implementing Medicaid Managed Care Address Health Disparities? Looking Back at Other State’s Experiences and Looking Forward to North Carolina’s Transition

With support from the Kate B. Reynolds Charitable Trust, researchers from the Urban Institute are examining North Carolina Medicaid’s transition to a managed care and value-based care environment to help determine whether this shift results in more equitable access to care and health outcomes, particularly for pregnant women and children of color and those living in underserved or rural areas. The research team will describe their mixed-methods study design, which includes multiple rounds of qualitative data collection and a pair of quantitative data analyses to set a baseline for measuring the effects of Medicaid reforms on health outcomes. Researchers will also present information from their literature scan of how the shift to Medicaid managed care has influenced health outcomes and disparities in other states.
