We have done that with seat belts, however, a principal of a school got angry and came at the driver that she nor the school required them to do so. Driver responded, "it is for safety".

California law also requires passenger motor carriers to inform the passengers that the state mandates seat belt use OR that buses have placards stating the California mandatory seat belt use law
