You do need to register in order to get a provisional ballot. But you can register and vote at the same time - if an election is taking place

From the Marshall Project: In only two states, Maine and Vermont, all prisoners are eligible to vote. However, some prisoners in Mississippi, Alaska and Alabama can vote while incarcerated, depending on their convictions
