No, a constitutional amendment would be for changing the redistricting commission, but not for changing how we vote. We could change the way we vote via legislation or a ballot inititative.

On another topic: In Spokane there are three huge billboards sponsored by the Spokane GOP: One says First Black Congressman was a Republican. Another says First Female Congresswoman was a Republican, and the Third says Republican Party was Formed to end Slavery.

It’s beyond overdue. I’m completely in support of RCV- just saying it’s always been that way in the US and will remain that way unless ripped out of the control of the GOP. Their entire objective is to keep discriminating.

Correction, the national LWV has NOT endorsed the Fair Representation Act. They have endorsed the Freedom to Vote and John Lewis VRAA but not the FRA. YET!!

The delay for SFRCV was due to the need for software and Secretary of State certification… now all voting equipment has the capability to use RCV

Under the voting rights act of WA, I believe you can only file a lawsuite based upon Race. You cannot use any other identification as a reason to claim a lack of representation.
