This is a great question, Bob. My biggest concern about the agency is that the diversity of water uses and landscapes must be examined and priorities must be developed. We simply can't "have it all".

I am concerned that I hear many hydrologists present annual averages and models that completely miss the boat with respect to understanding that drinking water challenges are linked to hourly or daily shifts in water quality. No one can model that!
