Yay arts ed funding initiative! I'm working on that with Create CA and Arts Orange County, and I really would love to participate in that study to share information. It's not 1% of the general fund, it's about 1/2%, it's 1% of prop 98 funding.

No, you're misunderstanding the legislation. It would be 1% of the funding though prop 98, so that is actually about 1/2% of the general fund. I would be happy to discuss this with you to give you an explanation of the legislation.
