I’d be delighted to see a clear definition of what rare, short-lived and nonrecurring mean. It seems you have always defined them with more definitions. Is rare 5 people? 50 people? Is short-lived 3 months? 6 months?

I would like to see discussion about policy. People should not be ticketed for sleeping outside in the winter. We need to stop dehumanizing people.

How are we okay with people being warehoused at the Food Bank and then forced to walk to the Murphy Center in the morning when it’s 14 degrees outside, only to be cold all day at the Murphy Center outside with patio heaters?
