Samatha, I believe the rent assistance for Section 8 voucher holders is to help with folks who can’t pay their portion of the rent. But it sounds like you’re speaking to the fact that the total rent can often be higher than what Section 8 vouchers will cover in an area. High and rising rents is a huge issue.

As a T/TA provider to Community Action Agencies, our national partners have told us to await further guidance before changing our plans so we’re happy to hear that. We already have Racial Equity written into our grants. There’s a difference between how its applied to contractors (more immediately) vs. grantees.

One interesting challenge with ERAP guidelines is that a household has to not have been able to pay rent for a prior month, however we are hearing that some households are doing everything possible to pay rent - including paying with credit cards, borrowing money, payday loans, etc. So, their rent debt is actually being translated into ongoing consumer or predatory debt, which we are not able to assist with. These would indicate an under-reporting of rent debt.

Does anyone on this call have a good forecasting tool/modeling tool for predicting how many Q/I beds are actually needed at this point? For many counties our original early projections of the need for Q/I beds was incorrect - we over estimated the need among our population of people experiencing homelessness. We are now trying to do a course correction and do a better projection of how many Q/I beds we should keep available. Does anyone have a more recent/better tool to do this and willing to share?
