Manchin wants to see HR4 apply to ALL states. I like the idea. Preclearance everywhere.

On the positive side, I did hear Joe Manchin say he was in favor of restoring the 65 Civil Rights act by applying it to everyone. Not sure how equivalent that is to the John Lewis Voting Rights act.
