No, Kathy, the ARPA money does not need to be repaid. Its not a loan. Its an appropriation from the Federal Government to the local governments.

Hi Swan River, transfers are sometimes allowed but the recipient must follow the same rules. And the town must ensure the recipient is following the rules. A fire department must show they actually had losses or a response to the pandemic. There isn't a blanket permission to give it to fire departments. Since they should have their own source of ARPA funding from their city, and fire departments were given special appropriations of ARPA money, we urge you not to make transfers to a fire department. At least not unless there is a well-defined need related to a pandemic response and you can show the benefit to the township itself.

okay, so we had the local first responders build a new facility to house a ambulance in the town next to us to serve the area. Would that fall under something than a fire department?

Swan River - that may be different than a fire department. But the new facility would not necessarily be a response to the pandemic. And neither of you could use ARPA to pay back the debt on the facility. There may be other ways to support an ambulance service though.
