i also LOVE the complaint letter tool just fix has- it sends a certified letter to the landlord for you, so you don’t have to pay or go to the post office! a great first step before filing an hp or filing for a rent reduction order

Statement: Its hard when a heat complaint is made and tenants are unsure when HPD will arrive. Tenants have heaters going to stay warm. HPD will not give a violation because the temp in the apartment is a legal temp..yet there is no heat and tenants have to call over and over again

Statement: harassment is very insidious. For instance a new tactic (prolonged access) is for LL to pester Tenant for repair access. They send workers upheave the living space and then return at a snails pace sometimes lasting over 6 mth or a year. Esp since HPD inspectors consider work in progress as 'done'.

Can any legal aid or tenant advocacy organizations help find someone to be present if you have to give access dates but aren't comfortable letting your landlord's people in to do repairs with no witnesses or supervision? Or could the HP part judge or HPD's unit condition access on protections from harassment if the tenant can document a history of abusing previous access dates?
