Kristen Collins
24:13
Hi John, we will send out the slides to everyone following this session :D
Melisa Rewold-Thuon
26:00
Are CSI schools within our boundaries needing to be included in our district funds or do they have their own LEA funds?
Kristen Collins
26:34
Melisa, CSI will receive their own ESSER allocation to support the schools authorized under them.
Toni vaeth
26:47
Why are ESSER allocations calculated using the Title I formula?
Cheryl Cook
27:05
Yes, and non publics are very anxious for info:-)
Cheryl Cook
27:12
So thank you!
Kristen Collins
28:36
Toni, the decision to allocate ESSER funds using the Title I formula was made by Congress in developing the CARES Act. It is a statutory requirements under the CARES Act
Meghan D
29:35
Due you know if the new Coronavirus Relief Funds issued by the Governor are subject to equitable services (since they are from CARES act as well)
Nazie Mohajeri-Nelson
30:12
@Meghan, we are in the process of developing guidance on the CRF.
Laura Gorman
30:24
So this calculation means they have to be FRL qualified students living in that boundary?
Amy Beruan
30:54
I want to be clear- you are not using the guidance but the "plain language" of the law?
Amy Beruan
31:13
Does a district have the option to use guidance?
Nazie Mohajeri-Nelson
32:03
@Laura - during consultation you can determine with the NPS how to calculate poverty eligibility.
Laura Gorman
32:52
Ok - I'm just clarifying that it is exactly as we would do Title I proportionate share, so if it's a non-public HS and we only serve elementary, they do not get funds
Laura Gorman
33:42
Title I participating school area correct?
Cheryl Cook
33:48
Plain language … only students residing in the boundaries of Title 1 schools as of March 13, 2020 are eligible, and then only if they meet requirements to verify household income?
lgrimaldo
33:58
I am on the look out for that plan lol….
Nazie Mohajeri-Nelson
35:20
@Amy, yes, we are following the statutory language, including in the formula in the application.
D S
36:58
I have a follow up for Amys question. So we are to calculate NPS both ways...and hold the difference just in case we have to give those funds to NPS schools?
John McKay
37:12
How they qualify students as free and reduced lunch is up to the discretion of the private school, yes?
Pam Benigno
37:15
What about low-income students who live outside of the Title I school boundary but attend the non-public school?
Lora Langlee
38:31
Will CDE be developing a Consultation Meeting Form for ESSER Consultations like they have for ESSA Program Consultations?
Laura Gorman
38:51
So if we set it aside do we put that as a placeholder in the budget part of the application?
Laura Gorman
39:09
Delilah answered
Cheryl Cook
41:14
FY20 Title Schools, not FY21 Title Schools, correct?
Laura Gorman
44:45
If we use this calc & a non-public declines to participate, but then we get different binding guidance, do we have to consult again because they would be new, not just getting an adjusted amount?
Melisa Rewold-Thuon
45:28
The entire district or only the feeder neighborhoods for Title I schools?
Meghan D
47:37
Can you clarify again about the previous question: "What about low-income students who live outside of the Title I school boundary but attend the non-public school?"
Meghan D
48:01
Are we to verify that student is in the boundary of a Title I school from another district?
Melisa Rewold-Thuon
48:01
I meant the number of students that qualify for FRL
Melisa Rewold-Thuon
48:09
for the calculation
Melisa Rewold-Thuon
49:01
Yes
Patrick Kilcullen
49:02
Is proportionate share based on Title I school boundaries or all public school boundaries?
Melisa Rewold-Thuon
49:04
Thank you
Melanie Dressman
49:31
Just to clarify. the nonpublic school must have taken Title I funds in 2020 to qualify
Amy Beruan
50:05
Sorry, I missed this- are we cross district sharing the NPS portion or do we need to create a new MOU with districts we share students?
Laura Gorman
51:25
So if it's the same as ESSA then you wouldn't include feeder schools because they wouldn't necessarily be Title I schools -- isn't that right?
Meghan D
52:24
If we have to calculate non-publics on low income, is the total district count only suppose to be low income too? So that it's apples to apples?
Meghan D
52:50
to calculate proprationate share
Meghan D
53:53
Got it
Lora Langlee
54:09
If we don't include neighboring district eligible students then those students are not being counted by any district. Is that correct?
Meghan D
54:46
that's my thought too Lora
Amy Beruan
54:50
Thank you, Lora. This is what I was trying to ask.
Linda Weyers
55:32
Is the number of low income students the number we reported on October count? Or students as of 3/13/20?
Meghan D
56:14
How would you have an official count if you used March info?
Brien
56:39
will you update the slides before they go out? please
Cheryl Cook
59:03
What are the deadlines CDE is setting for us to have the consultation done and our plans developed? As we are trying to figure out CRF in the meantime.
Meghan D
59:38
Sadly, CRF funds are more restrictive then ESSER funds.
Brien
59:45
yes. thank you
Meghan D
59:53
And those have to be spent by 12/31/20
Cheryl Cook
01:00:50
exactly
Joshua Shoemaker
01:01:01
Sorry another question regarding NPS. Are we still not able to give funds to NPS's but do the purchasing on their behalf? If that is the case then how do we "reimburse" a NPS for purchases already made?
Amy Beruan
01:01:07
Do relief funds need to be shared with nonpublic schools?
Cheryl Cook
01:01:34
Same question as Amy … is there a requirement for NP equitable participation under CRF
Meghan D
01:02:29
@Amy and Cheryl Nazi said they are working on that?
Laura Gorman
01:03:17
Where will application be -- which platform -- our finance person said FORMSITE?
Steven Kaleda
01:03:50
Laura - Correct, reimbursement will be through Formsite. It will be listed under ESSA tabs
Laura Gorman
01:04:34
Sorry I was asking about the application itself, not the reimbursement
Cheryl Cook
01:06:11
The NPs will want to know … they are anxious
Laura Gorman
01:06:37
Are their NPS consultation forms for this? If so where are they?
Meghan D
01:11:07
Having guidance ASAP on whether we are required to provide equitable share to NP from CRF funds is important, so we are not consulting with them multiple times.
Laura Gorman
01:11:39
Thanks
Cheryl Cook
01:11:40
Agree with Megan. I’m being contacted almost daily by NPs anxious to find out about their equitable share.
Meghan D
01:12:06
thanks
Cheryl Cook
01:12:31
Thanks so much!
Amy Beruan
01:13:01
Yes
Meghan D
01:13:05
yes
Cheryl Cook
01:13:06
ESSER for sure.
Laura Gorman
01:13:07
All
Cheryl Cook
01:13:09
Now CRF
Meghan D
01:13:28
that would be preferred!
Joshua Shoemaker

Cheryl Cook
01:14:12
And NPs are not going to love the answer about ESSER (Title 1 proportionate share vs. straight ahead PPA)
John McKay
01:14:12
If we want to stay and see the new guidance, is that ok?
Meghan D
01:14:35
@Cheryl you are so right!
KAREN CURRY Park county RE 2
01:15:13
These slides are very appreciated. THANKS
Joshua Shoemaker
01:16:18
And will GEER be the same calculation as ESSERF for the NPS share?
Meghan D
01:16:28
Nest week at same start time?
Meghan D
01:16:45
Yeah I can stay
Cheryl Cook
01:17:15
Next week Thursday again? Fridays are not a great day for office hours
Lora Langlee
01:17:16
How are Delinquent and Neglected facilities included in any of this funding?
Meghan D
01:17:25
Oh, good on Lora!
Meghan D
01:17:31
*one
Meghan D
01:17:41

Grant Geis
01:23:49
Hi Robert, any word on alternative screening assessments that could be done remotely that would be put out by WIDA?
Grant Geis
01:24:23
Thanks. Me neither
Robert Thompson
01:31:33
Grant, it does talk about supporting dually identified students using ESSER funds though
John McKay
01:37:27
Thanks! Have a good weekend. Please send the PowerPoint asap. thx
