New Hampshire DOT is only hiring for winter maintenance positions.
In Wyoming we continue to hire under restrictions very similar to how MN & ID described their process. Health / Safety / Welfare positions are priority (Construction/Maintenance/Law Enforcement)- and we have been successful in most instances being able to justify that the Health / Welfare of WYDOT operationally is a benefit to the public as well. We have used that type of justification for some of the positions that don't often meet the obvious priorities like Admin and Accounting positions.
NM is still hiring but focusing on critical positions and those that are necessary to respond to COVID

Nevada HR is researching the details of full time telecommuting from other states.
@Beth I would personally recommend building relationships and partnerships with HBCUs and organizations like NSBE, SHPE, etc. for those organizations, you can partner locally, regionally, and nationally. you can also partner with local nonprofits that have access to that demographic
Any best practices with partnerships with the DOT and private industry in your state for recruitment and education on transportation careers?
Vermont is asking all employees to help out with snow removal this winter to meet the gap in maintenance workers.
Nevada is creating a Critical Functions List. This way we can identify what areas we need to ensure a back up position is trained
