01:16:09
Hello beautiful, Jessica Irias-Los Angeles Unified School District=Healthy Start

01:16:51
Thank you Mr. Schmerelson.

01:20:07
I never got the homeless statistics that I asked Scott Schmerelson about last month. He was getting that from the LAUSD. How can I get that information please?

01:21:08
It would be interesting to know what trainings are required for other elected officials and appointed commission members.

01:22:24
Thank you Pat Bates

01:22:54
Thank you for sharing the agenda...where can we find it?

01:22:55
To Judi - I think it would be it would be more than a stumbling training. I would think - with the diversity at EmpowerLA - that there should be staff that could make videos in numerous languages.

01:26:16
Interestingly, if you are not on a Board as a member or a committee member, for people like me, we can't take the mandatory training which I would like to take again so that I can see how it has changed since I left the Board.

01:29:34
The City council already asked the director to figure out how to make the training mandatory. If the city Council wants it mandatory, they should make it mandatory without creating a scapegoat.

01:29:47
I'm sure the GM would like to speak

01:36:38
The Community Conversations with Mr. Carvalho at Van Nuys High School on Monday May 2 starts at 6:00 PM not at 6:30.

01:42:14
ersonal opinion is that NCs have a responsibility to have plans to meet city executive directives. As one example, Panorama City has appointed its own Equity Officer (as DONE has my former colleague Gibson Nyambura).

01:46:16
Good Evening Everyone

01:48:03
I think it would be good to have a fact sheet on source of training requirements and enforcing authority

01:49:36
How are our VANC’s handling 2022 city, county, state and federal election candidate requests to appear @ monthly board meetings? It has been brought to my attention not all candidates are being provided equitable opportunities to appear in front of valley voters.

01:50:00
Thank you, Mr. Schmerelson.

01:52:20
Rudy, (a personal opinion response), candidates for election have the same right to general public comment as any other member of the public. Any other platform for election candidates is PROHIBITED in our city agencies unless it I very structured with equal access to ALL certified candidates for the office.

01:52:37
unless it is

01:54:16
Lets not follow the same systemic problems our 2022 mayoral candidates have been facing in light of the recent inequitable mayoral candidate debate forums.

01:54:49
How are we invited to participate in training programming?

01:58:49
I don't think we were engaged.

02:02:04
Here is the link for tonight's VANC meeting agenda: http://www.lancc.org/resources/VANC%20agenda%202022.04.14.pdf

02:02:49
Thank you, Glenn.

02:03:46
Do all city departments have to tak ethe training? I know the RAP people have?

02:04:20
Thank you, Raquel.

02:04:50
Thank you for attending, Raquel

02:05:02
That is one of our problems. a SMALL GROUP of dedicated and well meaning NC members are LOUDLY demanding mandated anti-bias training. Personally I think it is part of their world view, and I honor that. However I am willing to bet that they are a minority of NC board members. It is like using polarized Twitter as a proxy for the real world.

02:08:37
You are welcome folks

02:10:49
Everyone on this meeting should be aware that KPCC had individual interviews with the three Supervisorial candidates for SD 3 to replace Supervisor Kuehl. The meetings are recorded on their website. They are about 45 minutes long, and they are worth watching.

02:11:59
They are also going to have some of the Mayoral candidates - please see this link: https://www.kpcc.org/kpcc-in-person

02:13:28
Congress will be VIRTUAL this year.

02:13:40
Congress in person ? Did something change in the last few days ?

02:14:33
This is what it says on the agenda: "LAUSD Board Member Scott Schmerelson responded regarding the homelessstudent count. Pia Escudero, Director of Health and Human Services for LAUSDCell is 213-200-8726" Who received this information from Ms. Escudero?

02:16:37
DISSAPOINTING and UnConstiyutional…Typical DONE over-reach, in my opinion.

02:17:03
…Un-Constitutional…

02:20:26
Two nights ago Sun Valley held their meeting virtually and some of their NC members were speaking from their NC office. Can we do that ?

02:21:01
we need a state law change to Brown Act IMHO

02:22:04
I agree with pat

02:22:16
Ab 339 looked to try to do that but it failed

02:22:21
Here is the link to the of the digital comm.policy Google Drive with all of the resource materials. https://drive.google.com/drive/folders/12YF4sRe5i5cmMmheUwviOvAs7o8XLD0J

02:23:02
Modification at least for committee meetings...

02:24:13
Pat — what is your suggestion for modification ?

02:24:21
Here is a section of the City's policy. It offers an understanding of why it applies to NCs: “Scope4.1. This policy applies to all social media accounts and tools owned and/or utilized by the City of LosAngeles and governs the use, management, design, development, and maintenance of thesesocial media accounts and tools. This includes, but is not limited to full-time employees, part-timeemployees, contractors, interns, student workers, and those acting on behalf of the City whenusing and/or managing social media accounts and tools owned by the City.”

02:24:30
Everyone I have spoken with wants at least two, probably more, no COMMITTEES can have their own license. If we can get the city's "deal" with CLOUD STORAGE the cost will be minimal )$200.year each_=.

02:24:45
People should have learned from the pandemic that hospitals are not safe places for public meetings because there is always a risk of picking up diseases in the hospital environment, or there is the possibility of someone from the public carrying an illness into that hospital environment and infect not only the people in that meeting, but also the people that use that room afterwards, those who use the bathrooms, etc.

02:26:28
Cindy - I need to research that, and I will. It is appearing about everything going forward in every sector will be some combination. State needs to lurch into the 21st century.

02:28:02
I have been on meetings where Board members are at Board meetings and committee meetings by their phones in their cars. How does this comply with the Board members as being counted as present?

02:28:18
Caruso will take care of all this when he becomes mayor of LA.

02:29:10
If anyone is interested in joining the Hybrid/In-Person Work Group #2, we need more representation from some of the Regions in the Valley. Appointments are made by the BONC Commissioners (Shaffer and Vo-Ramirez in the Valley) and DONE. Please let me know too since I am continuing on the Work Group. Thanks. GlennBaileyNCs@gmail.com

02:29:26
Chris, that IS PERMITTED under the pandemic rules. Not being on a Neighborhood Council may mean you are not up to date on the rules.

02:29:48
Do we need about ordering these accounts?

02:31:31
I would send to rosters AT empowerla.org your preliminary request for X number of Zoom licenses. At least get the President or Chair agreement on the preliminary number.

02:35:25
The CNC was told that "The Department will make sure NC Zoom services continue in May"

02:35:28
If the price is now fixed, we should AGENDIZE purchase of licenses at the next Board meeting, at $200 each. Personally recommend about 4, depending on your local needs.

02:36:28
Heath, you BOARD sets policy, NOT your President. Boards need to get backbones and push back.

02:36:41
Ms. Beltran, I had to file an ADA claim in the past because I could not attend NC meetings in West Hills at a time that they met in the West Hills Hospital. The ADA Compliance department of the City went to the hospital, and they were told that they were supposed to have meetings with video and so that I could see and attend those meetings virtually. So I have been this years ago.

02:37:47
There is a long history of NCs thinking incorrectly that DONE has a policy when it does not.

02:37:50
I am not aware committee meetings can not be held at same time

02:39:08
Point of clarification on ADA - for example, I have a compromised immune system. I fall under ADA. I could not go to in person meetings.

02:39:31
Check on ZOOM.US and look at pricing to see what the enterprise package provides.

02:40:55
I am not sure that ADA applies to immune compromised. Would like to revisit that issue beforfe we all take it as gospel.

02:43:33
I believe this is the link to the Code of Conduct proposed amendment as a red lined version: https://empowerla.org/wp-content/uploads/2022/01/Red-lined-Draft-Code-of-Conduct-2-2-22-1.pdf

02:48:33
Tony I agree but… Would like to have a phone call with you on the topic.

02:58:33
The Department will provide a presentation on the grievance ordinance's implementation to the Commission at Monday’s meeting. Please join.

03:06:38
Specifically, DONE or a BONC member could inform the BOARD that if a situation was not addressed the NC might be placed under exhaustive efforts. That is the stick by which action might be motivated.

03:08:37
When will the data be available for the listening survey?

03:09:56
Talk offline with DONE about your issues.

03:10:10
Why is the CERT Code of Conduct so different from the Neighborhood Council Code of Conduct?

03:10:49
CF 21-0407 Martinez/Cedillo

03:12:12
Sorry I have to leave. For those who are observant, Happy Passover and Happy Easter

03:14:31
Do not call list does NOT prevent government or political calls as I understand it.

03:14:54
thank you so much everyone for your time and energy !!

03:15:18
This meeting is for questions and answrs, not for holding °court procedings° on personal agendas.

03:17:08
Glenn please stop this conversion.

03:17:26
Agree with Sharon

03:18:25
I do believe that this is not the venue to talk to Director Beltran.

03:19:11
We have more of a positive interest in getting the election outreach funds that the GM has asked for going forward than we do in litigating the probably sub optimal use of funds in the last election.

03:21:24
8 minutes is enough time, we need to more on now.

03:21:24
All people who are registered to vote in the City of Los Angeles who get absentee ballots for elections should get the Neighborhood Council ballots automatically.

03:23:24
Chris that is not possible because precinct boundaries do not equate to NC boundaries. Every time I proposed city legislation permitting a close enough use of ballots I get HUGE pushback from NC Board Members.

03:24:30
But voter registration can be used to vet ballot requests., name and address.

03:25:13
Tcpa also doesn’t apply to the government or non profots

03:30:45
There is not agreement on Jamie York's understanding about the TCPA's application to government. The Department also understood it did not apply to government.

03:34:41
This is a bizarre comment. I saw mention of the TCPA is the CPRA and asked the question if it was applied in the lack of phone calls and /or texts. I wanted clarity if that was the justification.

03:39:25
Even better than when DONE ran NC elections, is when the NC's ran their own elections by region. More participation for less $$

03:41:07
Many of our city council members don’t care about NC and would like to eliminate NC’s.

03:42:36
If our funding had held with inflation we should be around 75k

03:43:56
When will the dept listening survey data be available?

03:44:07
www.BudgetAdvocates.org

03:45:27
Federal, State and Local government contractors acting on behalf of the respective government agency are not persons subject to TCPA. Government contractors not working on behalf of a government agency are subject toTCPA

03:48:11
Thank Brian.

03:49:22
Thank you everyone for your hard work. Happy Easter. Good night. I'm going to work at Kaiser. God bless you all!

“The VANC encourages the City Council and Mayor to pass a 2022-23 budget which increases LAPD staffing significantly with a goal of reaching pre pandemic staffing levels in the very near future. We support Chief Moore’s proposed staffing level increase for 2022-23.”

04:06:38
Glenn did a great job ' APPLAUSE!!

04:06:58
You did Great Glenn TU

04:07:07
Thank you everyone.
