To Judi - I think it would be it would be more than a stumbling training. I would think - with the diversity at EmpowerLA - that there should be staff that could make videos in numerous languages.

Interestingly, if you are not on a Board as a member or a committee member, for people like me, we can't take the mandatory training which I would like to take again so that I can see how it has changed since I left the Board.

The City council already asked the director to figure out how to make the training mandatory. If the city Council wants it mandatory, they should make it mandatory without creating a scapegoat.

How are our VANC’s handling 2022 city, county, state and federal election candidate requests to appear @ monthly board meetings?It has been brought to my attention not all candidates are being provided equitable opportunities to appear in front of valley voters.

Rudy, (a personal opinion response), candidates for election have the same right to general public comment as any other member of the public. Any other platform for election candidates is PROHIBITED in our city agencies unless it I very structured with equal access to ALL certified candidates for the office.

That is one of our problems. a SMALL GROUP of dedicated and well meaning NC members are LOUDLY demanding mandated anti-bias training. Personally I think it is part of their world view, and I honor that. However I am willing to bet that they are a minority of NC board members. It is like using polarized Twitter as a proxy for the real world.

Here is a section of the City's policy. It offers an understanding of why it applies to NCs: “Scope4.1. This policy applies to all social media accounts and tools owned and/or utilized by the City of LosAngeles and governs the use, management, design, development, and maintenance of thesesocial media accounts and tools. Everyone I have spoken with wants at least two, probably more, no COMMITTEES can have their own license. If we can get the city's "deal" with CLOUD STORAGE the cost will be minimal )$200.year each_=.

People should have learned from the pandemic that hospitals are not safe places for public meetings because there is always a risk of picking up diseases in the hospital environment, or there is the possibility of someone from the public carrying an illness into that hospital environment and infect not only the people in that meeting, but also the people that use that room afterwards, those who use the bathrooms, etc.

I have been on meetings where Board members are at Board meetings and committee meetings by their phones in their cars. How does this comply with the Board members as being counted as present?

I would send to rosters AT empowerla.org your preliminary request for X number of Zoom licenses. At least get the President or Chair agreement on the preliminary number.

If the price is now fixed, we should AGENDIZE purchase of licenses at the next Board meeting, at $200 each. Personally recommend about 4, depending on your local needs.

Heath, you BOARD sets policy, NOT your President. Boards need to get backbones and push back.

Ms. Beltran, I had to file an ADA claim in the past because I could not attend NC meetings in West Hills at a time that they met in the West Hills Hospital. The ADA Compliance department of the City went to the hospital, and they were told that they were supposed to have meetings with video and so that I could see and attend those meetings virtually. So I have been this years ago.

There is a long history of NCs thinking incorrectly that DONE has a policy when it does not.

Point of clarification on ADA - for example, I have a compromised immune system. I fall under ADA. I could not go to in person meetings.

Check on ZOOM.US and look at pricing to see what the enterprise package provides.

I am not sure that ADA applies to immune compromised. Would like to revisit that issue beforfe we all take it as gospel.

All people who are registered to vote in the City of Los Angeles who get absentee ballots for elections should get the Neighborhood Council ballots automatically.

Chris that is not possible because precinct boundaries do not equate to NC boundaries. Every time I proposed city legislation permitting a close enough use of ballots I get HUGE pushback from NC Board Members.

But voter registration can be used to vet ballot requests., name and address.

There is not agreement on Jamie York's understanding about the TCPA's application to government. The Department also understood it did not apply to government.

This is a bizarre comment. I saw mention of the TCPA is the CPRA and asked the question if it was applied in the lack of phone calls and /or texts. I wanted clarity if that was the justification.

Even better than when DONE ran NC elections, is when the NC's ran their own elections by region. More participation for less $$
