In WA state the filing fee to run for office is 1% of the positions salary, for some roles that is pretty pricey

Washington state used to allow people to file for office as a pauper, for a couple dollars. That can get a ton of nuisance candidates.

I’ve heard that term “democracy vouchers”, but don’t know what that is.

The voter's pamphlet often informs if the candidate has a party endorsement. And that can help get votes

Nancy, Democracy Vouchers are used currently in Seattle. The city gives “money” in the form of vouchers, with which regular people can support their favorite politicians in their campaigns. It is a form of equalizing gifts from people, although it doesn't go nearly far enough.
