Jeffrey maybe you can chat your question
Cindy Cleghorn - STNC
34:45
I'm going to place my questions in the chat to allow for others to present their questions. 1. We have historic lights along Commerce Ave. in Tujunga that have been out for months. Commerce Ave. owners are assessed for the maintenance of these lights. They are not working on the East side of the two blocks of Commerce. 2. When our street lights were installed we also had boxes installed for the future connection so lights can be wrapped around the trees. Its just an unfinished part of what was started back in 2005 when the historic lights were installed. All funded at the time by the American Recovery and Reinvestment Act at that time. At this time how can we get these boxes connected to our properties. The power is to be paid for by the owners, not the City. But the City is needed to get the boxes connected in accordance to City requirements (permits likely, etc.) ? Thank you for being here and for your time. —Cindy Cleghorn, Sunland-Tujunga NC

Also I have used the 311 app to report outages and some are as old a year old. I keep sending my requests and only a couple have been fixed. Also its been over a year since I reported the lights out by FLYAWAY/

41:57
What does "a while mean?" We have been asking for 28 years for lights. Where are our tax dollars going to please?
Tony Wilkinson - PanCityNC
43:18
I'll put my Q in chat also. Panorama City S of Roscoe around Hazeltine. We had MAGNIFICENT bright, true-white square street lights put in to replace the old orange high voltage hydrogen. All were working perfectly. Then, seemingly for no reason, you spent tax dollars to go around and REMOVE those wonderful lights and replace them with oval, DIM, YELLOWISH lights that are a marked DECREASE in quality. WHY? Can we get the old lights back? Why choose inferior lights? What change out better lights so that we are all at the lowest common denominator?
Tony Wilkinson - PanCityNC

Similar to busted sidewalks...over 3 years ago...I fell on the busted side walk in front of my house due to tree roots. What is happening with our tax dollars? NUMEROUS REQUESTS. Disappointed in lack of services.
Pat Bates - Encino NC
49:42
Unfortunately I can't paste the reply I received from BSS - they are saying the North district has a lot of vandalism and every time they get a report the crews need to pack up all their tools and go to that site to secure it and on and on. Should this be different crews?? We are told reports of outage made in Nov. are not handled yet, bottom line is live with it. I guess the question does anyone in BSS want to explain to our community where the thefts are happening and what we can do to help.
Joni Diamond
50:12
I live in a great area!
Tony Wilkinson - PanCityNC
52:51
Since street lights are funded with LIGHTING DISTRICT revenues (assessed on property tax), the owners in each district may need to vote to assess themselves a higher rate to replace wires not covered by current assessments. Is that being considered? (Thank goodness for Zoom or I would be run out of the room.)

Yes! We are exploring solar lights. We purchased 62 recently and are looking to buy an additional 500. The main thing we're trying to make sure is these lights do what they are advertising. We are excited to see them since if there's an issue, such as an earthquake, that takes out the power system, our lights would still be on.
Tony Wilkinson - PanCityNC
01:11:34
Kathleen, I think it may be in the capital cost. I heard that LADWP is ordering the lights (rather than General Services). The city may be getting DWP to pay for the lights with some agreement to pay back those funds later. (Good luck collecting that bill, DWP...)

@Tony, yes, I'm looking at all options with regards to identifying marks in order for us to safeguard the system. We are even looking at newer technologies, such as GPS buttons (apple tags if you will) that may help us here. We have larger logistical issues in that it would require a fairly large upfront effort in order for us to blanket the entire system.

01:38:51
Rudy, we are not a political forum, and current politics is not what we come here to discuss.
Tony Wilkinson - PanCityNC
01:43:56
Having said this is not a political forum, the issue of DONE not getting their request for improving the CIS system (which the current Mayor chose as his favorite metric) indicates how much the current admin ACTUALLY cares about Neighborhood Councils. We need to ask BOTH candidates for Mayor specific questions about their opinions about and plans to enhance the Neighborhood Council system.
Jennifer
01:47:14
Maybe the money spent on website improvements that didn't happen could have been spent on the CIS system instead?
Jennifer
01:47:53
Or maybe the mismanagement of that engagement speaks to the Dept's inability to oversee a web development project?
Pat Bates - Encino NC
01:47:59
I got 3 "free" college degrees. who cares, but just sayin. Reason I'm here is our neighborhood and especially SFV representation. So question is how do the 2 candidates propose to Empower us.

01:49:38
TonyI know this is not the news you wanted to hear about bass today but the next mayor of LA who appoints the GM of done should not be someone who gets to go to graduate school for free when you and I and others here can no longer afford to go

PatDid you apply for the three free college degrees?
Tony Wilkinson - PanCityNC
01:53:26
I detect that the Board and Commission system was made a DONE responsibility because it was associated with Community Impact Statements, which are specific to NCs. However, the GENERAL Council File System also supports "Comment from the public" documents, which are identical to CIS submissions, except that the submitter is not listed on the CF entry. I would think that a similar "piggyback" system for THE PUBLIC to use with boards and commissions would make it clear that the system is no different from the CF system, and that Boards and Commissions should ALSO be maintained by the Clerk -- who always seems to have more funding. Just a thought. (And 2 cents for the general public, who SHOULD be able to use any referral system to boards and commissions that is created by the city.
Tess Taylor
01:54:17
To GM Beltran and Mr. Soong: Who is the publisher of the software that the City uses for the CIS online filing system please? What is the name of the software and which version of this software product does the City currently use? Is it part of a larger system?
Cindy Cleghorn - STNC
01:54:18
@Thomas Soong -- Is there something that tells us how the steps go through when a CIS is submitted ? In other words, where it goes, who gets copied, how the relay of response works. etc etc. I think that may help to understand the process.

Tony Wilkinson - PanCityNC
02:14:30
I hope that next week we can approach issues in a more cooperative way with DONE. We need to fix these issues together. I personally do not view myself as the internal auditor of DONE.

The contract with Quandry Consulting in 2020 for "WEBSITE REDESIGN AND REDEPLOYMENT, QUICKBASE DEVELOPMENT, ANDCONSULTING SERVICES" was for $37,050. Looking at the current EmpowerLA website, I'd be hardpressed to identify anything that was improved by it. If I recall all the money was spent on some scrum meetings that accomplished nothing. They were sued bc the data was redacted without a legal justification for redaction
Jennifer

They filed a lawsuit because you tried to claim info was exempt when it was not. The City spent $15k on the lawsuit. That's almost what you asked for for a new CIS system. I guess it's a matter of priorities.
Jennifer
02:44:21

02:53:35
Great suggestion for the new Commissioner Glen!
Tony Wilkinson - PanCityNC
02:55:47
Honestly, Lee, I think it is NOT an assessment of the NC. Rather, it is a work-based estimate for how much staff work has been required in prior work periods. Just a way to allocate labor time. NCs that think it is somehow an indicator of their own value or a 'performance grade' I think are mistaking the measure.
Glenn Bailey

Is there some place that shows CPRA requests that have been made to DONE, what the request was about and the status of those CPRA requests responses?
Cindy Cleghorn - STNC
02:58:12
@Tony -- Yes, it appears it shows the hours / time the department puts into those NCs. Not sure the accuracy or what the list is that goes into that time. In other words, how much time comes from NC board members, committee members, stakeholders, City Staff, other....etc etc.

Public transit is not attractive at the moment, unknown if ever in LA, with current justice reforms that empower criminals and victimize taxpayers in California. If LAPD would actually be allowed to enforce laws pre-justice reform legislation then maybe LA taxpayers might actually consider taking Metro to their daily destinations——but they need to account for 2 hours at least in both directions and hope that it is not over 106 degrees on any given day. When law-abiding taxpayers actually feel safe they may perhaps have a different opinion of public transit and opt not to pollute with gas-powered vehicles. Until then…see you on the freeway as well going 25 MPH. Electric vehicles still need oil for tires and plastic and components.

That city council motion is just a way for them to say °donàt blame us when your rates go up°. The vote is because the guy who demanded 2045 become 2035 is still Mayor and wants to have a photo op °win° before he leaves. There will still be time to inject some RATIONALITY as the plan moves forward.

There have been times when the carbon in the atmosphere has been WAY higher than it is now. Lots of green jungle. Plants love CO2. Climate (IS( changing. Our ability to change its course is a utopian dream, especially since it would require big COAL users like India and China to cooperate.

Could we please have the acronymns defined at some point near the beginning of each conversation where they are first used? MOU and SLTRP are probably crystal clear to those who know the subject really well, but some of us are left in the dark as to exactly what that means in context of the statements being made. A simple help will be to define the acronymns.

The DONE survey was done in a similar way and had many similar results as the LANCC Working Group for Constructive Change WG4CC survey.
