Los Angeles Neighborhood Council Coalition (LANCC) - Speaker view
Tony Wilkinson
33:38
Board members who chose to violate the Brpown Act might have personal responsibility for their actions in doing so.
Tony Wilkinson
34:11
Willful violation f the Brown Act is a misdemeqnor, is it not?
Tony Wilkinson
37:01
So the members of the City Council always pay attention at City Hall? Never disappear into chambers behind the dais?
Glenn Bailey
37:07
Another potential consequence is Neighborhood Councils which knowingly violate the Brown Act will likely NOT be defended by the City Attorney
Tony Wilkinson
37:26
YES Glenn!
Tony Wilkinson
38:37
AB 2449, if I recall, only allows a member to be absent for TWO times in any year (three consecutive if goes over a year boundary)
Liz Amsden
39:32
City Councilmembers have tended to wander around, have side discussions between themselves, with staff and with unknown members of the public even in in-person meetings
Sharon Brewer
41:00
At least have each NC board member's name shown on screen even if not using video.
Tony Wilkinson
41:58
None of this is a CITY decision. Most of us agree that online meetings for advisory bodies shou;ld be permitted as an option of the body. However, that requires STATE action, which will likely take 2 years. ((We have a 2-year legislature. What is proposed in year 1 can by rolled over into year 2.)
Glenn Bailey
43:02
Hybrid Pilot program 14 NCs + 7 back up
Tony Wilkinson
43:06
The E\"EVG" virtual meetings will not solve the problem because of the limit on TWO times a year use for any board member.
Pat Bates Encino NC
44:37
I find it puzzling that 3 years down the pandemic road there has been no significant comprehensive modifications to the Brown Act. Seems like starting about a year or two ago it would have been a no-brainer.
Liz Amsden
45:45
Thanks, Pat. Goes to show some NC board members have more brains than those we send to City Hall and Sacto.
Tony Wilkinson
46:28
Pat, the City of LA obviously chose NOT to advocate on behalf of itsa NCs during the pandemic. I t5hink this determined avoidance of the issue means we will be better served by reaching out to our elected state representatives AS INDIVIDUALS. I have no fait that the city actually cares.
Pat Bates Encino NC
48:02
Tony I am shocked, shocked that the City would not advocate on NCs behalf
Tony Wilkinson
48:36
:)) We will always do better advocating for ourselves.
Liz Amsden
49:04
People bring their dogs, the homeless get to hang out and get some food if the NC provides...
Pat Bates Encino NC
49:34
Also we get to feed goat (puppet)
Tony Wilkinson
50:37
There is some possibility of NCs protecting their charter by meeting 4x a year (the minimum) and doing lots of other rabel rousing with neighborhoods on city issues as a separate private initiative until such time as we can meet online. In essence, crate a separate non-NC NC system.
Nye Brown-Love
51:03
Thank you for your input everybody
Sidney Gold
53:12
I recommend that LANCC propose a motion requesting the state pass emergency legislation to allow NC's to continue virtual meetings until a suitable solution is developed

GM Beltran what is your preferred email so each Board member can get in touch to let you know directly on issues within the month so Glenn doesn’t have to let you know issues month to month at Lance as not all Board members attend this meeting? So no one gets left out

Tony Wilkinson

It's like when I was in high school and was elected Treasurer of the Sons of the American Legion. There was no money to manange and the Legion was safe from me. The Treasurer has other duties (like running the website).
Miho Murai
01:27:11
Lydia, why can't the members of LANCC know who is on the LANNC Elections Committee? The lack of transparency is this process is what is troublesome for many NCs
Miho Murai
01:27:42
Do we have the roles and responsibilities of each Executive Committee?

We waited 8 months for the previous Election Committee to do what this Election Committee did in less than 1 month.

Can someone please type the names of the Election
GM Beltran (she/her)
01:28:58
emails can be sent to me: raquel.beltran@lacity.org. As a suggestion, when situations like the one described by Glenn occur, send your NEA an email advising that your board may not have received information distribution by other NEAs to their assigned NCs. Please cc their director and me. that will allow us to better drill down on the situation. It is difficult to respond

Miho Murai
01:32:34
I was not emailed by Terrence and I would like to see be on the Elections Committee. This seems discriminatory
Tony Wilkinson
01:33:48
I think Miho points out the key issue in the reconstitution of the LANCC election committee (at least as I recall). The concern was over the report that the LANCC election committee was planning to meet with the General Manager of DONE. That rubbed a number of people the wrong way and they decided to disband a committee who (may or may not have been) planning to coordinate their work with DONE.
Lydia Grant
01:34:39
Cindy has run previous LANCC Elections
Jennifer Goodie
01:34:45
Tony, I believe the main problem was that they were formed in March and it was December and there was no work to show
Tony Wilkinson
01:35:32
Jennifer, yes, that was in fact a complaint the Miho registered repeatedly.
Glenn Bailey
01:36:04

Brandi D'Amore
01:39:16
Need to head out for our Tenants' Rights Seminar to prep for the eviction moratorium ending. I hope that LANCC considers that we may have a new wave of those with housing insecurity in the coming months and how our NCS can prep. Thank you all!

01:42:45
The fact that Terrence refuses to acknowledge that HCNNC would like to be involved in the LANCC Elections and acknowledges Glenn's comments that Carol showed interest in being on the Elections Committee last month and that he will follow up with her shows that he cannot be a neutral Chair and be open to allowing all who would like to participate to participate. My intent to be involved with LANCC is to create a more inclusive environment so that more NCs want to get involved with us. As I mentioned multiple times, there appears to only be representation at these monthly meetings by about 20 NCs even though we purport to represent all 99 NCs. I think it's important to ensure that when we are voting for the new officers that only one vote is given to each NC and that private chat function is disabled

Tony Wilkinson Panorama City
01:45:47
In a completely separate and perhaps now irrelevant issue, I think Zoom should enable a registry setting to disable all provate chat. In Brown Act meetings (which this is not) I think private chat is a Brown Act violation.

From the motion (22-1197) to form the ad hoc committee on city governance reform: To move forward, the City Council must respond to this crisis by seriously engaging withproposals for the reform of our City government that have long been circulating, but which theCouncil has yet to take deliberative action to pursue. Among these are the possibility ofexpanding the number of City Councilmembers, removing City Councilmembers' directdiscretionary power over land use decisions in their districts, reforming City rules concerninglobbyists (as proposed by the City Ethics Commission in C.F. 22-0560), and establishing a trulyindependent redistricting commission (as called for in C.F. 21-1472).

HCNNC, is making a motion to move the elections to June. Rather than keep going backwards about what didn't happen, I think we should focus on having an election where we can do outreach and invite other NCs to be a part of LANNC. Again, we have only 20 NCs represented in LANNC

Upon receipt and verification of NC representative status by the LANCCElection Committee, you are a candidate. Submit, via e-mail only to lanccelection@gmail.com no laterthan February 1, 2023. No phone calls or late submissions will be accepted. Candidate's names, positionrunning for and statements will be compiled by the LANCC Election Committee and sent out to theLANCC e-mail list no later than February 3, 2023.
