It depends on the partner they had. If the partner has low level of English, then they don't like the Tandem activity, because they can 'T do it properly.

I agree, Shane. Perhaps also what we mean by learning. I find that learners generally don't perceive practicing speaking as learning, but they think they've learned tons in a grammar class.
