We have located the 1099 form online. It also goes on to talk about electronic filing. Can you provide some clarity here? Can we simply complete this form and snail mail it to the vendor? Or, must we go into some system and submit electronically?

https://www.irs.gov/pub/irs-pdf/f1096.pdf - information on 1096 is available here. The 1099 form is in triplicate - one copy goes to vendor/contractor who you hired; one is saved to go with the 1096 form; and one is for the chapter's financial files. Our accountant Blain Getachew and I are available to guide you (if needed) once you obtain the forms in December of early January. Don't wait until the last minute to order the forms, as sometimes the office supply stores run out....and if you are getting them from the IRS it may take longer.
