We allow dogs on The COMET with muzzles. All other pets in pet carriers. Driver can refuse service if there is problems at the drivers discretion.

Ultimately, it is going to be the judgement of the owner and the public would have to trust that the owner has good judgement to bring a unmuzzled dog that would not attack them. In the end, its about public perception.
