Here in Mississippi, we have several HUD regions. We have spoken to different regional directors, but keep getting the same response. They know the funds are available, but refuse to apply for the funds because they don't feel the program offers enough in return. Each region can choose to apply for FYI or not apply for FYI....What channels do we a need to access this resource.

Are youth eligible if they are enrolled in YAVFC?

Are they no longer eligible on their 25th birthday or their 26th birthday?

Does the youth who has already aged out of care need to reach out to the original HHSA office they were assigned to before or can they reach out to the local HHSA office in the community where they are currently?

Ruth, I have a question. I was on a call in Maine with one of the Housing Authorities that have signed an MOU. They reported that every Housing Authority in Maine will now be receiving these vouchers, not just the ones that originally signed up. Do you know if this is true? If so, does that mean the child welfare agency will then need to reach out to every HA in the state to get a MOU signed?

Nicole--The expansion to age 26 was a COVID exception that lasts until 12/31/20.

Okay thank you. So after 12/31/20, as long as the youth hasn't yet turned 26 they are potentially still eligible for an FYI housing voucher?

To Ashlee - what does YAVFC stand for? is that voluntary extended Foster Care? If so, extended foster care and FYI can overlap for about 90-120 days.

Alice - that is sort of true. They should not be requesting any vouchers unless they have youth identified and ready to go. The good news is that they will have a 100 percent lease-up rate,

If they are not a HA that we have a MOU with, once the request for a voucher we will then need to get a MOU? Thank you for the information.

You can do a letter of intent - you don't have to do an MOU. Overtime if you prefer an MOU, you can execute one.

Are there eligibility requirements? Do youth need to be in school or employed to receive these vouchers for 36 months?

Can a youth be over income? Just wondering if we them housed then employed if they would lose vouchers and then would have reapply if they get to a certain income limit incase they lose the job

I have a youth who aged out of care in California but now lives in another state - can he contact the dept there and receive a referral to the local housing authority to obtain an FYI voucher where he is located now?

Jamole--Can you go over the MOU piece again? Can a continuum of care organization make the referral to the PHA directly in any circumstance? Does it always have to run through a PCWA?

Can someone speak to FYI eligibility for young adults in Extended Foster Care? In other webinars it has been stated that those youth are not eligible for FYI. Seeing the response about youth possibly being eligible for 90-120 days while receiving EFC, I can see much benefit to that especially as youth EFC is ending.

I had a Housing Authority day they were struggling to fill vouchers for Vouchers Programs so they are not helping us at this time?

If a PHA is failing to meet their lease up rate it is most likely because they are not getting referrals. This warrants a meeting with all of your case management staff to find if in fact there are eligible youth OR FAMILIES. We can help with that. It is also the case that if your community has excess vouchers they can be sent elsewhere

I have a call coming up with one of our Youth Leads of our local Youth Development Boards to talk about our Chafee programming and I will also make sure to talk about FYI with them too!

If you have less than five youth, and each youth is participating with a different program - say someone's doing mental health with one agency, another is doing mental health treatment with a different agency, someone is doing LifeSet, someone's connected to WIOA - would you all recommend letters of interest for each or a broader MOU between the PCWA, who would note that they would identify a specific community partner specific to each young person, and the PHA?
