Question - is the recycled water being treated anywhere being considered for tree-watering in the City of Los Angeles? If not, why not? Please consider tying in tree care with the City's water plan. Please speak on this. Thank you!

Where are we on redesigning and rebuilding the water connections across the San Andreas fault? Please note that they just completed the new bridge from Terminal Island to Long Beach, and I doubt that this would be a more difficult engineering project.

Thed Delta has peat levees that could easily be destroyed by earthquake. That would bring salt water from the SF Bay into the fresh water Delta. Equals ZERO ability to carry fresh water from the Sacramento through the Delta to the pumps at the South end, which feed the state aqueduct to us.

The cost of no imported water is BILLIONS of dollars in economic loss. The cost of enhancing local supply with recycled water from Hyperion needs to be looked at in that context.
Tony Wilkinson
01:34:49
The basin that Beverly Hills is dipping ingto is not "adjudicated". We can force it to be if is in our interest. The rest of the bains ARE adjudicated, which means other cities are not allowed to pump "our" water.

This is why homeless folks need to be able to camp on all municipal & private golf ⛳ courses in Los Angeles! Give the homeless the best places to camp & they will not be getting dumped off behind dumpsters... next steps more permanent motel situations till the promised housing is built in a few years.

We need to be careful with this. If you atack the hospitals with emergency rooms, fewer and fewer with HAVE emergency rooms. The whole community will lose service. There is not realistic ability of a hospital to fund permanent housing for every homeless person they treat. Conpasion of reporter is not in line with realities of the size of the challenge.
Velinda&DavidRockello(they/them) (Media, killradio.org)(Chinatown, LosAngeles)
01:48:44
You might as well send the homeless out to a new Manzanar if Palm Dale is a legitimate location...
David Uebersax
01:49:23
David...there's interestingly some near Lake Balboa, though we also have some unfortunate ad hoc cooking situations, aka brushfires. Maybe a more controlled solution?
Tony Wilkinson
01:50:29
If we think it is a problem now, federal eviction moratoriums will end at the end in December. We are about to see another huge wave of homelessness. It is totally beyond the ability of locl governments to provide the needed housing.

Tony Wilkinson
02:27:26
I have felt all along that the result of the social media rules should be that NCs just STOP doing social medi, and that we all go rogue and conduct our communications under our own RIGHTS as INDIVIDUALS. Let's start a rebellion. The heel with CISs. We will become radical local activist collaborations and only do "official business" under the "minuette" of the official Neighborhood Council organization. This is called guerilla warfare, and it works.
Glenn Bailey
02:30:21
Len, Do you know what the impetus of the Digital Communication Policy was? NC Board members? DONE? BONC? City Attorney? Stakeholders?
David Uebersax
02:30:38
I'm going to hire Tony!
Tony Wilkinson
02:30:59
The new "Empowerment" department is what it is. The only way around their determination to treat NCs like children is to DISENGAGE from their concept of what an NC "should" do.
Lou Caravella
02:31:49
If you have a social media page, you can say “All opinions my own” or “My opinions do not necessarily reflect those of my NC”
Tony Wilkinson
02:31:49
Even the EVENTS will be private, NOT NC-sponsored. They get the scorched earth results they deserve.
LAUREN BUISSON, Echo Park
02:32:21
Echo Park has and continues to have issues with racist posts objected to by stakeholders from Board members
Lou Caravella
02:32:23
Do not be scared into silence because you are the member of a Neighborhood Council
Lou Caravella
02:33:08
Evidence, please
Tony Wilkinson
02:33:24
EVERYTHING the city does ALWAYS comes from one or two complainers from our own NC system. We need to learn not to appear to the mother ship. EVERY appeal for help to DONE WILL result in adverse results for the entire system.
Cindy Cleghorn
02:33:37
Today you see City Council Members speak out under their titles on national and international issues on their own. How does that compare with NC leaders ?
LAUREN BUISSON, Echo Park
02:33:58
These were "private" accounts but made by folks who made their board membership known. Very ugly ongoing situation.
LAUREN BUISSON, Echo Park
02:34:43
Q: How close is this proposed policy to what is required / suggested to the Councilmember's official accounts?
Tony Wilkinson
02:34:54
Cindy, what the City Council does is irrelevant. DONE and the City Attorney have determined to treat NCs like high school "training wheels" organizations.
Cindy Cleghorn
02:34:54
Mission Hills promotes their local restaurants on their email news letters. This, during the pandemic. Is this wrong ?
Lou Caravella
02:35:09
Do you have any evidence, Commissioner Shaffer?
Kay Hartman
02:35:28
My city council member during the lockdown was highlighting individual restaurants. Why can that happen and not the NC?
Cindy Cleghorn
02:35:48
Tony — I understand maybe irrelevant but we (NC leaders) seek and are looked to as a leader.
Tony Wilkinson
02:35:54
David, do not adopt THEIR rhetoric. What they complain about is not necessarily bad. If it is bad, we meet the Board Member in an alley late at night.
Glenn Bailey
02:35:56
Here is a link to the list of City Clerk Election Administrators and to which NC they are assigned: https://clerk.lacity.org/sites/g/files/wph606/f/2021_NC_List_of_Election_Administrators.pdf
Cindy Cleghorn
02:36:06
You know….we are always trying to get info out.
LAUREN BUISSON, Echo Park
02:36:12
Echo Park doesn't promote local business specifically but we have shared messages from the Mayor and CD offices to promote support for small businesses in general. We thought that was the safest and broadest approach.
Terrence Gomes
02:37:05
I see many CMs promoting local businesses during the crisis
Cindy Cleghorn
02:37:35
Currently our Service Organizations (Elks, American Legion, etc.) are closed. They give a great deal back into the community. Example: Elks and their Food banks. We as NCs can’t reach everyone. If we can promote their Food drive through digital means, why wouldn’t that be OK ?
Tony Wilkinson
02:38:12
EVERYONE has the right to public comments as an individual. We just STOP claiming we are NC Board Members. Clear statements that we are speking as individuals removes all of the city's problems. Who cares if the NC is almost never credited with anything useful in the community. They asked for it.
Glenn Bailey
02:39:03
There have definitely been problems over the past several years, including Stakeholder bullying of NC Board members via Facebook but the City Attorney said nothing could be done -- it was free speech. And now all of a sudden we have an 11 page policy being considered!?!?
Cindy Cleghorn
02:39:11
NCs are advised through the Outreach Team at DONE to find out WHO our ASSETs are…..Groups, Organizations, Churches, Art Centers, Historical Society, Service Organizations, Schools are all assets.
Bob Gelfand
02:39:33
This discussion has been going on forever without a chance for participants to speak out. But it shows what I have always said — that we waste a lot of time defending our interests from the latest BONC initiative. My view is that on any element of free speech, that we ignore them entirely.

02:40:01
Echo Park NC had multiple complaints about one now former board member who invoked his board title frequently to the point that he was investigated for possible ethics violations. A hot mess.
David Uebersax
02:40:09
3.3. Because many neighborhood council board members use social media and have createdwebsites or newsletters in their personal lives and individual capacities, this policy (at Section 8).3also provides basic guidelines for neighborhood council board members who utilize websites, social media, newsletters, and the like as private individuals and in their individual capacities.

LAUREN BUISSON, Echo Park
02:48:23
Im speaking
Lou Caravella
02:49:17
The intent of stopping people from allegedly abusing their titles is intimidation. And intimidating people without evidence is inappropriate and suspicious.
Rachael Rose Luckey
02:49:49
Call the question on the amendment
LAUREN BUISSON, Echo Park
02:49:52
Correct
Rachael Rose Luckey
02:50:11
I move to call the question on the ammendment
LAUREN BUISSON, Echo Park
02:51:50
Keep in mind many of us are working at can't attend BONC meetings; outreach to our Boards is key.
Rachael Rose Luckey
02:52:07
Will Lauren accept that friendly amendment?
LAUREN BUISSON, Echo Park
02:52:31
I really want this outreach piece to stick
Glenn Bailey
02:53:22
It doesn't have to be DONE staff come to NC meetings-- we could ask OUR BONC Commissioner to attend!
Velinda&DavidRockello(they/them) (Media, killradio.org)(Chinatown, LosAngeles)
02:53:39
There are no "friendly amendments"!!!
David Uebersax
02:54:05
What...you done been DONE trained V&D?
Glenn Bailey
02:54:55
Each BONC Commissioner has an average of 14 NCs within their Area, some have 17
David Uebersax
02:54:58
Tony likes to be petulant Guerillaly!
Velinda&DavidRockello(they/them) (Media, killradio.org)(Chinatown, LosAngeles)
02:55:33
Tony we are the petchelant branch of City Government!
David Uebersax
02:56:04
The big question, for either Motion, is whether this will be (similarly to Zoom policy) Advisory, or forcefully mandated.
Glenn Bailey
02:56:09
At Tuesday's BONC meeting, ask each Commissioner to visit each of their NCs
Garry Fordyce
02:58:55
Yes, Absolutely Commissioners attend each and every NC specifically agendizing action on these critical policy issues.
Tony Wilkinson
03:00:21
Let's just vote so we can moere on.
Tony Wilkinson
03:00:39
move on
LAUREN BUISSON, Echo Park
03:01:02
If we're going to send a message let's SEND A MESSAGE.
Velinda&DavidRockello(they/them) (Media, killradio.org)(Chinatown, LosAngeles)
03:01:37
Rockello will be voting for HCNNC today...
David Uebersax
03:02:14
I'll resist the temptation to Amend to include a resinstatement of full funding to implement this.
LAUREN BUISSON, Echo Park
03:04:18
"within the 90 day abeyance period"
Rachael Rose Luckey
03:05:30
They need to come before us us and aswr for this
ADRIANA DE LA CRUZ
03:05:47
restate the amendment please
ADRIANA DE LA CRUZ
03:06:25
Can each NEA do this since they are already there?
LAUREN BUISSON, Echo Park
03:06:52
and or
ADRIANA DE LA CRUZ
03:06:52
If so then I believe that is not unreasonable for them to address it during their meetings
Bob Gelfand
03:07:15
It’s a little weird for the officers to be discussing the content while and after the vote has occurred.
Tony Wilkinson
03:07:33
Coffee cup!
Jennifer
03:07:52
I love a coffee cup abstention
Bob Gelfand
03:09:28
The result changed after the officers “discussed” the amendment. On the other hand, if Lancc has the power to force DONE and/or BONC to visit all 99 no’s within some period of time, wow, that’s real power we have achieved.
David Uebersax
03:09:28
Passes 12/6/3 fr Amendment
Kay Hartman
03:09:59
re we asking them not to consider or not to agendize?
Tony Wilkinson
03:11:02
Sid asked BONC to postpone consideration for 90 days.
Tony Wilkinson
03:11:26
You can't remove it from agenda. You can only ask that they POSTPOSE consideration
Tony Wilkinson
03:11:40
POSTPONE
ADRIANA DE LA CRUZ
03:11:59
It is already on the Agenda - https://ens.lacity.org/done/agendas/doneagendas197144041_10062020.pdf (item 13)
ADRIANA DE LA CRUZ
03:12:31
I would ask they postpone the vote until 90 days but to make sure they agendize each meeting up until then (as they did the censure/removal)
LAUREN BUISSON, Echo Park
03:12:33
David would you please share your screen so we can read the language?
Bob Gelfand
03:12:39
If a few people get to talk without doing the raise hand thing, can you unmute all of us.
LAUREN BUISSON, Echo Park
03:12:51
Can we show it please?
Velinda&DavidRockello(they/them) (Media, killradio.org)(Chinatown, LosAngeles)
03:12:53
again there are no friendly amendments allowed...
Bob Gelfand
03:13:18
Terrence, you have seconded amendment motions at least twice, without first calling on the list.
Tony Wilkinson
03:13:38
I'm voting yes and going to get something to drink...
ADRIANA DE LA CRUZ
03:15:46
This would allow public comment for three months on it - just as the censure removal process happened - gives them 6 meeting to discuss
David Uebersax
03:16:06
Motion: Following the presentation of the Proposed Digital Communications Policy for the Neighborhood Councils, LANCC Requests that the Board Of Neighborhood Commissioners (BONC) vote at its upcoming October 8th meeting to postpone discussion and action on this, for a period of 90 days. Further, that the Department OF Neighborhood Empowerment (DONE) and/or CONC conducts outreach to all 99 Neighborhood Councils to explain this proposed policy, the rationale for it, and receive feedback directly, before BONC moves ahead with further Discussion or Action.
David Uebersax
03:16:22
Wordsmithers?
Rachael Rose Luckey
03:17:01
Thank you David…looks good :~)
ADRIANA DE LA CRUZ
03:17:54
Just to inform the that it is there and that they need to attend BONC meetings to comment at that body
LAUREN BUISSON, Echo Park
03:18:37
BONC can always listen to public feedback and they should beyond official meetings.
Tony Wilkinson
03:20:07
I'll vote for anything at this point. Let's just move on.
Tony Wilkinson
03:20:40
We are as unreasonable as the people who wrote this stupid rule.
Velinda&DavidRockello(they/them) (Media, killradio.org)(Chinatown, LosAngeles)
03:20:46
Spell check is very diffcult at times!
Tony Wilkinson
03:20:50
Agree with Sid
Rachael Rose Luckey
03:20:56
I am with Sid
David Uebersax
03:21:01
I call it ottokowrecked
David Uebersax
03:23:08
Passes 11/7/2? (Amendment #@)
David Uebersax
03:23:17
Following the presentation of the Proposed Digital Communications Policy for the Neighborhood Councils, LANCC Requests that the Board Of Neighborhood Commissioners (BONC) vote at its upcoming October 8th meeting to postpone action on this, for a period of 90 days. Further, that the Department OF Neighborhood Empowerment (DONE) and/or BONC conducts outreach to all 99 Neighborhood Councils to explain this proposed policy, the rationale for it, and receive feedback directly, before BONC moves ahead with further Action.
Tony Wilkinson
03:23:56
Sid's original motion was a one liner. This is definitely an NC meeting.
David Uebersax
03:24:12
Ya think?
Tony Wilkinson
03:24:38
I'n not any more
Tony Wilkinson
03:24:47
The homeowners thew me out
David Uebersax
03:24:58
It's about time Tony!
David Uebersax
03:25:10
17/1/1
Tony Wilkinson
03:26:14
David always says nice things, even when the material is crap
William Keith
03:26:17
Len, put some sugar in your coffee cup for the low blood sugar.
David Uebersax
03:26:34
18/1/1 final
Velinda&DavidRockello(they/them) (Media, killradio.org)(Chinatown, LosAngeles)
03:27:19
That is why we love guys named David! From Velinda!
David Uebersax
03:27:28
Yay!!!
David Uebersax
03:28:04
(Means 'Beloved' as I always heard...except from my big brother growing up)
ADRIANA DE LA CRUZ
03:30:43
Glenn waved his hand
Velinda&DavidRockello(they/them) (Media, killradio.org)(Chinatown, LosAngeles)
03:34:18
I second that motion that Lidia made!
LAUREN BUISSON, Echo Park
03:34:21
As an appointee Beltran takes her marching orders from the Mayor.
Tony Wilkinson
03:34:29
We elected the City Council. They run the budget. They have already taken the money. We have no power over these actions
Cindy Cleghorn
03:35:08
It takes a great deal to get funding for the Congress and Budget Advocates. We’ve worked in partnership through the years with DONE to assist them. Just our volunteer hours are worth billions. There should not be any funds swept from the NC Congress / Budget Advocates funds.
Tony Wilkinson
03:35:15
I oppose defund the police. I am about to consider the merits of defund DONE.
Glenn Bailey
03:35:19
Just a reminder this meeting must adjourn at 1:30 p.m. due to the Congress Planning Committee meeting at that time
Rachael Rose Luckey
03:36:08
Lydia, would you type in your motion please?
lydia grant
03:36:52
Agree with Adrianna
Tony Wilkinson
03:36:56
We need to be very clear. The BA accoungt is NC funds allocated by public vote to a protected fund. It is NOT PART OF THE DONE BUDGET.
Bob Gelfand
03:37:02
If DONE is to be cut, they don’t get to take it out of our special accounts
Tony Wilkinson
03:37:21
Another instance where the GM doesn't even know how the city works.
Jennifer
03:37:32
Agree, it is ridiculous
LAUREN BUISSON, Echo Park
03:37:43
I like what Adrianna is saying if LANCC does a letter I will take it to my Board for support,
David Uebersax
03:38:01
Not Support NC's, but do Deport us!
Tony Wilkinson
03:38:21
To be useful, the motion should be a specific objection to the use of allocated funds from a protected account in order to rexduce "the DONE budget".
lydia grant
03:40:04
Motion to oppose any money being taken from The Budget Advocates and Congress without a full open discussion and with the Neighborhood Councils
Tony Wilkinson
03:40:05
Budget Advocates, Congress, Awards, PLUS other "trust" accounts, like the funds NHENC got BACK from a street contractor and entrusted to DONE for future street beautification use.
Bob Gelfand
03:40:11
Tony I think you mean to add “reduction of” in front of “allocated funds”
Rachael Rose Luckey
03:40:22
And send to City Council
Rachael Rose Luckey
03:41:41
No end until we take a vote
Rachael Rose Luckey
03:41:56
There is a motion on the floor
Rachael Rose Luckey
03:42:31
This is a hugely important issue
Velinda&DavidRockello(they/them) (Media, killradio.org)(Chinatown, LosAngeles)
03:42:33
calm down & let's vote now!
Velinda&DavidRockello(they/them) (Media, killradio.org)(Chinatown, LosAngeles)
03:43:22
Time to vote folks!
David Uebersax
03:44:43
Motion By Lydia, Second by David Rockello: Following the presentation by the Neighborhood Council Budget Advocates, LANCC recommends that NC’s act to oppose any money being taken from The Budget Advocates and Congress without a full open discussion and with the Neighborhood Councils.
Tony Wilkinson
03:45:43
Let's just vote to object by whatever words and go home
Velinda&DavidRockello(they/them) (Media, killradio.org)(Chinatown, LosAngeles)
03:45:53
Take the money from the military equipment budget & give it to the NC'S!
Tony Wilkinson
03:46:36
Voting has started. Too late to amend
Tony Wilkinson
03:46:54
BA can sand
LAUREN BUISSON, Echo Park
03:47:13
I'm willing to bet there's a carve out in the city charter / administrative code that allow allocations to be reduced during an emergency since the City must balance its budget.
Tony Wilkinson
03:47:17
It is saying can't touch allocated fuinds
Velinda&DavidRockello(they/them) (Media, killradio.org)(Chinatown, LosAngeles)
03:47:33
OK that is word smithing let's stop making motions in order to save time!
Tony Wilkinson
03:47:44
WE have the right to SAYS Budget Advocates if we want to. BA are not censors
David Uebersax
03:48:04
a. 03:48:48
Votes: 15/0/1
