At the end of the day, there are two users of the workforce development system (workforce board, higher ed, and public education): Employers are the end user of the system and potential employees who need to develop the skills to succeed in business are the other user. The rest of the stakeholders are the intermediaries trying to connect the two.

There is another dimension to this work that needs to be addressed and that is the engagement of the key workforce agencies: TEA, THECB, and TWC. The commissioners are key stakeholders and aren't necessarily elected. How do we influence them.

So, it feels like we need to develop at least two surveys: 1) a survey on how employers are feeling about the quality of the talent pipeline and whether it is meeting current and future business needs; and 2) a survey of potential workers on their awareness
