Can we still have the placeholder budget by the final approval date or will that be the final date where we have to fully allocate the budget
Michael Everest
22:24
Does the whole vs. partial population distinction also apply to ESSER 2 application?
Nikki Schmidt
22:53
I assume offering summer school for lost learning doesn't require evidence based interventions? We are running this like a normal classroom setting
CDE: Niko Kaloudis
22:58
@Michael yes both ESSER II and III
CDE: Niko Kaloudis
23:55
@Nikki Federal guidance calls out summer school as "addressing learning loss" in the list of examples

When do we need to have ESSER 1 revisions due by?
Nikki Schmidt
28:40
What if the intent is the same, and its just the spending varied more than 10%.. how often do we need to revise those budgets. 10% is pretty small when you are estimating future salary, etc. (as that depends on the person hired and years of experience) Seems like a lot of revisions will be necessary

In terms of PD is it allowable with ESSER 3 to send staff to a national type conference (out of state) that occurs yearly, but has some focus on Social Emotional Learning in some sessions that the staff wishes to garner the most up to date information to support students with their SEL needs that they are seeing increased due to COVID-19? I know national type conferences can be tricky with fed funds.

Is that 10% of the total ESSER award amount, or 10% of the subject line changing? Thanks.
Michelle Carr

What if something arrived sooner than we thought and it changes fiscal years from what was submitted?
CDE: Niko Kaloudis
32:08
@Kristin ESSER I PARs are due 6/30/21
Christina Easton
33:21
If our non-public school for ESSER I is not going to finish spending their funds, can that be reallocated back to the school district?
Laura Gorman
34:28
Thank you Nazie & DeLilah -- this is the guidance I was looking for on the PD.

Can you discuss what the final reporting for actual spend will look like for ESSER grants..... Did you say there will be an actual column added in the budget to show how much we spent for each line item? I wasn't following how that final reporting will look like....
DeLilah Collins
37:40
@Nikki, we will provide training on this when it becomes available. Stay tuned!!

In FPP one of our staff heard that hydrogen peroxide & the bipolar ionization are not allowable -- I know we covered this before at least on ionization, but is this specific to ESSER 3. As you know, this is newer guidance that was not available around the time of ESSER 1 or CRF. We want to be clear with our schools & charters for ESSER 3. I had not heard hydrogen peroxide before.
CDE: Niko Kaloudis
40:07
@Laura This is the guidance we provide. Nazie or DeLilah may have more to add: While supplemental disinfecting systems, such as hydrogen peroxide or bi-polar ionization systems may be effective, they are relatively untested in school environments and not necessary to meet current CDC and ASHRAE COVID-19 guidance, which focuses on optimizing current HVAC systems, increasing air exchanges, and filtration. Therefore, until further testing is conducted, ESSER funds are currently not allowed for installing these supplemental disinfecting systems. Please revise the application to propose an allowable activity. For additional information, please see the CDE guidance for safe reopening: https://www.cde.state.co.us/planning20-21/reopeningschools-faq.

Do you have a sample of what an effective activity description would look like for EBI in our application? I apologize in advance if you already have a slide drafted for this purpose.
Laura Gorman
43:03
Thank you Nico-I understand this, but I guess I was asking if this is ESSER 2 & 3 specific because ESSER 1 came out before safe schools reopening guidance was available. Just in case we or anyone else might have had it in ESSER 1 because it's probably already done.

If you hire interventionists to work with small groups or one on one, are you expecting that you have to state what interventions they are using or is small group work on skills sufficient for an explanation- they may not always use intervention materials

Jeremiah, this short "Documenting EBI Solutions" webinar is a good starting point but I imagine we can provide more considerations that are ESSER specific. https://zoom.us/rec/play/DpdNbufhStLpUy9WnWtnGTTpESASnFVdRLLxUnvRhy20HL_fx3UGQvp1HpwfaugO3LNVBGfDK9tQevKF.9RkCtYU7DsePk8sR?continueMode=true&_x_zm_rtaid=lNEiNvSmR8O8cs74DfC47w.1623348082250.d6c2253fd5070bbeed90a314c2c53731&_x_zm_rhtaid=945

@Laura - this applies future purchases of these systems. If the LEA has already purchased these systems, CDE is not requiring LEAs to make any adjustments or remove systems.

Thanks Jeremy... is the expectation to have a description in our application for every accelerated learning activity. I'm assuming we do not have to provide this additional level of detail for every request and instead need to have the information on file

Thank you DeLilah -- I just wanted to get my messaging clear to schools & not panic anyone.

The EBI webinar is just a starting point till we share more ESSER-specific resources on describing EBIs.

For using ESSER III funds for revenue loss, we're considering using the revenue loss option for Child Nutrition for FY21 as they're operating at a severe deficit this year from Emergency Feeding increased costs and free meals. With the new communications from the USDE, we just wanted to touch base. Would this still be considered to be a reasonable and allowable use? Or has that allowability changed with the new guidance?
