Assuming for the purpose of this question that it is a good idea to reorganize the Minneapolis Police Department into a subdivision of a new over-arching Department of Public Safety that would bring many other non-violent response capabiliteis to the table, what do our panelists think about the additional idea of not giving the mayor clear primary authority over that new department?

41:49
We absolutely can reinvigorate the dialogue between citizens and those that protect and serve

I maintain that policing can be both standardized across the state level and also localized / personalized to match the local communities they serve.
Jim S.
47:31
There seem to be excellent thoughts on long term improvements but is there an immediate need for action to end the current feeling of lawlessness in the cities? Is this lawless feeling supported by data? If so, what actions do the speakers recommend?

Our laws, presumably democratically passed, are already supposed to reflect our community values. Why is it necessary to go to individual members of the community to ask their opinions of those laws, and doesn't that falsely imply that the enforcement of those laws is discretionary?

In St Paul and now with the State Patrol were you\are you able to discipline officers.

Police reform needs 2 components
Walt McClure
50:08
1. makeover the policing approach
Walt McClure
51:49
@. 2. Make over the personnel. We know good approaches, examples are Camden and cahoots.
Walt McClure
54:19
We have a problem with the personnel, The chief can't remove insubordinate officers who won't follow policy from the force. How do we give the chief the authority to retain good officers who follow the new policy and remove insubordinate officers who won't?
Ed
55:04
How is critical race theory impacting policing?
Carter Vorhut
55:39
One would hope it's being ignored
Carter Vorhut
56:39
Racial ideology needs to be dismissed, and shunned.
Teresa Alto
57:40
I agree that trust is essential, but Walt McClure is right that part of the reason trust is lacking is that there is so much evidence of a lack of accountability. If law enforcement personnel are not held accountable for abuses of power or excessive force, especially in cases that lead to injury or death, the public naturally cannot trust them.
Marci
57:59
We need to get rid of wearing masks in public. Concealing identity in public compounds the problem ten fold. Concealing your identity not only emboldens criminals it psychologically decreases trust in others
Ann
58:41
what happens when actions that build trust with public and trust with colleagues are in conflict?
Marci
59:19
I am in healthcare and there is no reason for the public to be running around with masks on if they are not sick
Neesha Moore
01:00:11
I agree with Teresa Alto. Accountability is a huge factor that needs to happen for trust from both sides to appear.

How can we determine the character of potential police officers, while at the same time raising the quality of character within the community
Walt McClure
01:00:43
Camden has a 50 page interview questionnaireyou must pass to be hired to the force. Would that be useful here to determine who to hire?
Mary Lund
01:00:52
People who wear uniforms (police, clergy, military, doctors in white coats, etc.) are inherently intimidating. The burden is on them to extend respect and tolerance to those with whom they interact.
Grant Abbott
01:01:22
How do we expect law enforcement officers to deal with the tensions that exist between the expectations and trust levels of different communities, especially the majority white community and Minnesota
Grant Abbott

Is there a police model either in the USA or anywhere, that seems to attract the right people, train them appropriately, and connect with the public well such that law enforcement is viewed positively both from the police and the public? I wonder if the existing police model in Minneapolis is fundamentally too adversarial to improve itself.
Grant Abbott
01:04:23
What do are speakers believe are the proper roles for law enforcement officers and those roles that could be given to different community public safety bodies?

How much does the lack of prosecution for crimes impact the morale and effectiveness of the police-when criminals aren’t held accountable and are back on the streets. It seems the police don’t always have support of the administration(s)

01:05:41
are there any initiatives to get more positive experiences talked about in the media? if I had it my way-we’d get rid of all of it as they are a huge reason we have so many issues right now-they only push negative messaging and escalate everything further. But I don’t think we can actually cut them out or convince everyone to turn it off.
Gary Borgendale
01:06:06
Police morale is low. What needs be done to strengthen their morale?
Bernadine Joselyn (she/her)
01:07:03
Mr. Vorhut: "Racial ideology" ?? Not sure what you mean by that? White supremacy is baked into American culture and especially law enforcement, going back to the origins of policing which was in enforcing Jim Crow laws to disenfranchise formerly enslaved people. Conversations like these help us together have the courage to build shared awareness of how White Supremacy is manifest in policing and to see the harm that comes from it - including to White people.
Grant Abbott

Thank you, Bernadine.

What about the mental well being and stress mgmt. for police and their families - what part of the community is addressing this? People wrongly think police are super tough but they are not super men and women.

What is the responsibility of the community in response to policiing
Walt McClure
01:11:30
Cahoots program running 30 years in Eugene. 911 operators trained to triage calls. Counsellors sent to non-violent calls, police to violent calls. But if counsellors find threat on site, call in police. 20% calls need no police. Police love it, citizens love it. Saves money. Google CAHOOTS program Eugene.
Carter Vorhut
01:12:39
Ah, Ms. Bernadine? I think based on what you said there, you are gravely mistaken. Law enforcement existed prior to any sort of slavery in the colonies, Jim Crow, or anything like it. Maintain order and justice there mandate. Police are the urban form of these others. Might I introduce you to a tale called Robinhood? There was a rather important character, the Sheriff.
Grant Abbott
