City administration chooses the participants for commissions and they are all slanted to support existing policies. Why not have this commission staffed with representatives chosen by the neighborhood councils?

A commission for this is a move to shirk responsibility to gather and assess data, and to then make decisions. Transpo dept. is paid well enough, to do the task. Mr King agreed his dept. is capable of doing that job.. Avoid another layer of bureaucracy.

Harry, it would have to be allowed by City of LA zoning since that is what guides Venice zoning. I don't know what LA zoning is on that but I'd be doubtful that they can currently do that.
