Power of Produce program (PoP) gives children a $2 coupon to buy fresh fruit or veggies. Last year our market had kids order their PoP online. This year we want to let the kids come in person to get their paper coupon and shop the booths for their produce like they did in the past. Would allowing that kids' shopping activity kick the market into being a "venue?"
