I'm thinking about the implications MOEquity may have on how districts use their ARP funds. Although the ARP doesn't require supplement not supplant, if a district uses ARP to supplant staff costs, for example, and the MOEquity only counts state and local funding per pupil, does the use of the federal funds to supplant staff costs trigger an MOEquity challenge?
