15 years seems protectionist. Illinois only did 5 of 10 (50%, not 75%) years in a DIA. Any chance on changing the legislation this year? Denver's gentrification issues are worse than Chicago's in many ways.Also, to avoid predatory operating agreements, is there any pre-qualification of funding for a Social Equity Applicant to approach investors or operators on an even playing field financially? (if any local governments allow more licenses, let alone for social equity - Denver is talking lottery, but not for SE specifically)

In all cases for retail, local approval is necessary first before getting a state app and you have to start locally first. Most cities still haven't looked at opening up for SE so some locally lobbying is needed all across Colorado for this program to actually roll out beyond the state. As the oldest compliance company in the nation, that is also minority owned, we're happy to help anyone also aligned with our values. :)

@Mark, Denver requires every new retail marijuana business license application to start first at the state. The state remits an application to the city, and the city conducts an eligibility and quality control review. The city then invites the applicant to submit a city application. There are some processes that the applicant can begin at the city - but the applicant cannot submit a retail license application to the city if we have not first received the state application from the state.

Gino, to add to Dominique's response, there is no requirement for a lender to be licensed by the MED until/unless it impacts certain control-related triggers per rule. There are also no additional social equity-related rules which would limit financing or the types of lending provided by rule.
