Good morning everyone! Stoked to see you all. My signal is bad so I will have to keep my video off. I am the Executive Director for Common Cause MN who is leading on Redistricting in MN for the past 4.5yrs. We are the conveners for the MN Alliance for Democracy which consists of nonprofits, activists from across the state and various community groups working and engaging on voting rights issues. Our members come from a variety of partisan leanings and we are working to expand into more greater MN areas.

How does the gov’t get a count of “unauthorized immigrants”? What is that count based on?
Annastacia Belladonna-Carrera
57:42
@Sararohde one of the sources they rely on are local state agencies and federal program that track that data on either a state of federal level and report.

Susan: Are the maps you showed with the relative gain/loss of population publicly available? Thanks for the info and your leadership!
Monica Hurtado (she/hers) Voices for Racial Justice
01:00:54
Annastacia, what data local state agencies and federal program track about "unauthorized immigrants"?
Jaci David (she/her)
01:01:29
Susan: I'm not finding the maps easily on the GIS website. Any help would be appreciated.

If redistricting is based on one person one vote, what about people who cant vote?
Paul Huffman
01:02:46
Redistricting has always been conducted based on number of all persons, regardless of age, citizenship, or other aspects.
Katina Mortensen
01:02:48
It is worth clarifying that redistricting is based on total population, not just voters.
Susan Brower
01:02:54

This is the basis of the supreme court case to be heard on 11/30 related to the executive order to not count unauthorized immigrants; that is a step to base the census and redistricting on Citizen Voting Age Population (CVAP) which would skew the maps based on age and race.
Katina Mortensen
01:06:04
can't hear it
Katina Mortensen
01:06:10
now it works
Monica Hurtado (she/hers) Voices for Racial Justice
01:11:50
XP can you repeat what is typical process we have followed here for re-districting? and how it has worked on the past?
Erin Imon Gavin
01:11:59
Did the 2013 changes to voting rights act by supreme court have an impact on extent to which states can "get away with" racial gerrymandering? or is that still illegal? (not sure when video was made :D)
Paul Huffman
01:12:57
Since 1960 all maps except 1 (11 of 12) have been either rejected or drawn by courts. The maps in both 2001 and 2011 were drawn by the courts.
Annastacia Belladonna-Carrera
01:13:00
@Monica in MN the legislature moves a Redistricting Bill as it does any other Bill, that comes out of each chamber's redistricting committee. They have hearings at the Capitol and IF they move the bill out of the legislature it goes to the Gov for his/her signature. if the gov. vetos the Court steps in.
Monica Hurtado (she/hers) Voices for Racial Justice

This video has been shopped for more than a year and I strongly object to the anti-elected message. As an elected person, I must object to the accusations of labeling all elected people as corrupt. There are corrupt politicians in many states, (google “Donald kicking Goofy” to view corruption in redistricting. Minnesota has not had this kind of corruption mainly due to responsible judges getting saddled with doing the work.
Annastacia Belladonna-Carrera
01:15:09
@Erin It is still "technically" illegal but given the states that moved extreme gerrymandering and voter suppression laws after the gutting of the VRA, I would say it is easier to violate and much more difficult to lay out a successful case. Now given SCOTUS' new conservative slant chances of them supporting any potential for strengthening it after they gutted it - unlikely. My thoughts.
Erin Imon Gavin
01:15:26
Thank you @ABC!
Betsy Wehrwein
01:16:10
what has been the State of Minnesota’s response to the American Bar Association letter?
Annastacia Belladonna-Carrera
01:17:58
@Jim in MN the legislative body has repeated failed to move maps that equitably rep the constituents. The Courts role is NOT to move maps that best represent constituents. Their role is minimal - to remove provisions that violate laws. To say that MN's redistricting is not partisan just because courts step in is not taking in the fact that voting maps belong to constituents and THEY elect folks that are supposed to work and represent their best interests. When courts do it, because legislators can't or won't - that's not in the best interest of the people who own that process.
George Beck
01:18:04
Not corrupt, Senator, but not unbiased, either.
Annastacia Belladonna-Carrera
01:19:33
+++++++ George. Many amazing elected at our Capitol working hard. The issue is that unfortunately they are subject to Caucus dynamics and partisan gamesmanship. Often getting drowned out.

01:19:35
Xp--is it possible to get copies of all power point presentation today? If so, I would greatly appreciate it.
Paul Huffman
01:20:03
I agree that the vast majority of legislators are honest and honorable individuals. History tells us that parties, when they control all the levers of power, find it difficult not to advance their own interests.
Monica Hurtado (she/hers) Voices for Racial Justice
01:20:48
Agree with George, is, not only corruption but also structural racism, and implicit bias. All these complicate the whole process... and our trust on it. In the end, despite the good intentions, how to do something about the impact?
Annastacia Belladonna-Carrera
01:20:54
Sen. Carlson is a strong voice at key points and his record reflects that. Unfortunately, he is also subject to Senate Caucus dynamics.
Annastacia Belladonna-Carrera

@Tom we are still moving bipartisan voter-focused reforms and I am meeting with Republican Sen. to confirm our chief author. Last session we secured a GOP chief author for our new clean bill.

I am the ranking DFL member on the present SG&E Committee and don’t know if I will be able to affect the process as much as this group may like. I think I can guarantee it will be a bigger job than 2011-12
Annastacia Belladonna-Carrera
01:45:47
Our focus will be to make Legislature work with BIPOC to come up with maps that equitably represent ALL of us in MN and NOT default to Courts stepping in. Do their job.
Annastacia Belladonna-Carrera
01:46:08
When I said "our focus" I should have clarified that I am referring to Common Cause MN.
George Beck
01:46:41
Thanks for your efforts, Senator.

01:47:23
CCMN will be rallying around legislators in House and Senate who are willing to partner to ensure proposed maps rep constituents equitably AND redistricting principles are voter-focused.

if immigrant population is not counted, it will greatly affect greater Minnesota, especially school districts. Many of the school districts in Greater MN contributed to successful outreach for the 2020 Census.

@Betsy Common Cause is suing on this issue and it is coming up. I will let Xp know of the outcome so he can inform the group on what Courts decide.
