Let's use an example of the departure day of a multi-day trip. They have loaded the luggage for the return travel but are at a venue or attraction for the day (i.e. theme park) and the driver is off all day waiting for the actual drive. If they leave that venue and go to lunch and return, would that clarification for #8 of the document still apply since they aren't directed to deliver the luggage anywhere.
