Scott Smith
20:56
The guidance on distributing to non-public schools is non-binding.
Laura Gorman
21:25
What do you mean by that Scott -- hi!
Cheryl Cook
21:32
I have a question about proportionate share
Meghan D
22:01
Where are you getting the nonpublic count from?
Scott Smith
22:14
Hi Laura. While the Secretary provided guidance that dollars should be distributed on a total per pupil basis (as opposed to current Title 1 distribution to non-public) it does not require school districts to follow that guidance
MARJORIE WICKHAM
23:37
Can the expenses be budgeted to the General Fund?
Scott Smith
25:34
I am concerned that Section B will be pre-populated when it is possible some districts will choose to include non-public schools in a different manner than the guidance provided
Tammy Giessinger
25:40
The link to allocations has also been shared in the Chat.
Lora Langlee
27:32
Do LEAs have to reach out to all NPS in their District to see if they want to participate or only work with the NPS that elected to participate in Title Programs in FY19 or FY20?
Office of ESEA
28:37
@Lora Langlee - all NPS within the district are eligible to participate in ESSER funded equitable services, regardless of participation in prior years.
Office of ESEA
29:34
@Scott Smith - Section B will be pre-populated but the LEA will have to opportunity to revise that section as needed. Can you share what manner are you considering using?
Scott Smith
31:07
We haven't gotten that far. If I had to guess, I would assume most school districts would include non-public schools in the same manner as Title 1.
Tammy Giessinger

Laura Gorman
32:01
We would Scott if it doesn't open us up to legal issues with non-publics -- we need a determination on this quickly

Jeremiah Johnson
33:59
How does this impact already incurred costs related to covid 19 for NPS's and procured at the NPS?
Meghan D
34:35
we have a non-public school that is listed on CDE's pupil count site incorrectly. it doesn't match the certification submited, how can I ensure the correct count is used?
Laura Gorman
35:11
Will we be able to remove the non-publics out of the list if we know that they are for profit or some other circumstance like we can with the Consolidated App?
Meghan D
36:07
So if they decide not to participate, we can update that as well?
Meghan D
36:10
Ok thanks
Tracey Stowers
37:44
Will there be a paper form for the consultation like Consolidated?
Office of ESEA
38:07
@Tracey - yes, we are finalizing it and will share it soon.
Tracey Stowers
38:27
Thank you
Laura Gorman
39:56
Any idea on when your legal counsel is going to provide an answer to non-public and charters-- a week, two weeks.

That is very helpful.
Office of ESEA
41:47
@Laura Gorman - we have requested a response ASAP; but we know it will be at least a week. Unfortunately we don't have a commitment to a specific date. We just told them that LEAs need info ASAP.
Jeremiah Johnson
42:29
very helpful Thank you DeLilah
Laura Gorman
43:19
What about the contracts that they made with the providers -- invoicing is one thing, but the terms of any contracts with providers to non-publics need to meet federal regs is our understanding -- e.g. purchase of computer equipment
Laura Gorman
44:41
Is hazard pay an allowable reimbursement?
Sam Cox
46:19
So PreK-only NPS would not be able to receive ESSERF?
DeLilah Collins
46:35
@Laura Gorman - We understand that contracts are different than invoices. We will need to research this further.
Sam Cox
46:44
Thank you!
Meghan D
48:22
A grant code will need to be set up so we can code these expenditures for FY19-20
Steven Kaleda
48:42
4425 Megan
Laura Gorman
50:07
Assuming the answer is no, but is it allowable to recover any lost revenue from programs not occurring in a K-12 setting due to COVID, e.g. before and after school programming or refunded revenue from schools to families?
Jeremiah Johnson
50:20
Will 4425 be used for all 3 CARES act funds (90%, 10%, GEER)?
Meghan D
50:25
@Steven thanks, I was ahread of myself
Steven Kaleda
51:43
I don't believe so Jeremiah. I would refer to the School Finance page http://www.cde.state.co.us/cdefinance/sfcoa
Steven Kaleda
52:39
Both state and federal codes will be posted there
Jeremiah Johnson
52:55
Thanks
Karen Rodberg
54:47
What would constitute stakeholder engagement for use of ESSER funds?
Laura Gorman
57:45
Thanks -- sorry it's something that's come up with our legal dept. as a question on contracts
Karen Rodberg
58:40
No.
Kristen Collins
01:00:41
Here is a list of some practices and strategies districts across the state have implemented to engage families and stakeholder groups: http://www.cde.state.co.us/uip/fscp_covid_may2020
Karen Rodberg
01:03:26
Thank you.
Laura Gorman
01:04:45
Yes, that is what I'm talking about with hazard pay -- like our O& M people
Laura Gorman
01:05:09
Custodial -- this is what already happened --
Laura Gorman
01:05:31
Or this could be people having to work to hand out devices
Meghan D
01:06:04
Will time and effort be required if we pay for salaries?
Laura Gorman
01:06:08
Thanks
Liz Duncan
01:06:29
We have incurred overtime costs because of hazard pay
MARJORIE WICKHAM
01:07:18
Correct
Cheryl Cook
01:07:37
Can you clearly describe how the platform will calculate proportionate share, so I can be sure we are communicating the formula accurately to NPs. I planned to use the same process as with T2 and T4 (LEA allocation / TSD K-12 enrollment+participating NP’s K-12 enrollment = PPA)
Cheryl Cook
01:08:47
To begin to engage in this consultation process, we will need that info.
Cheryl Cook
01:09:39
Yes,
Tammy Giessinger
01:10:48
I don't believe the response directly addresses time and effort. I will keep looking.
Steven Kaleda
01:10:55
I can double check with Robert - but its federal funds, so T&E is generally required
Meghan D
01:11:05
That's my concern,
Meghan D
01:11:25
thanks
Tammy Giessinger
01:14:48
There is also an FAQ on the Grants Fiscal website: https://www.cde.state.co.us/cdefisgrant/covid19grantsqa
Cheryl Cook
01:15:05
Back to proportionate share … sorry … is there reason to believe the T2 and T4 PPA model should NOT be used?
Laura Gorman
01:15:38
Cheryl,
Jackie Crabtree
01:16:55
Thank you!
Robert Thompson
01:16:56
Cheryl, I would think that this calculation is still appropriate.
Robert Thompson
01:17:09
I will double check though
