Earlier slide clarified ESSER funds could be used to cover declines in state/local revenues. Assuming the state cuts an LEA
Laura Gorman
30:13
Yes can you describe that allowable use more on declines and how we can use the funds?
Laura Gorman
30:37
No in general
Robert Thompson
31:20
These are excellent questions, Justin and Laura
Amy Beruan
31:56
Does this apply to the larger pot of CRF?
Laura Gorman
33:17
So those could be teachers, EAs, district staff correct -- thinking district staff for mental health for example?
Justin Petrone
33:53
So we can apply ESSER funds to cover state shortfall, by applying the ESSER funds to pay for Special Education costs that we would not otherwise be able to continue in light of state cuts?
Karen Rodberg
35:04
Can we backfill salaries and benefits for existing staff even if there are no anticioated declines?
Nazie Mohajeri-Nelson
41:13
If you still have questions or need help with planning for use of ESSER funds, we are happy to stay on the line at the end and help talk through to provide additional clarity, if that would be helpful.

Do you have a recommendation for set aside for McKinney-Vento in the current situation? We are currently at 20% unemployment rate in our county, but are not getting reports of additional students losing their homes. My guess is that we will have more reporting in the fall.

I am confused about backfilling salaries, which I thought I understood was an allowable use of ESSER funds. Our plan was to backfill counselor salaries from March 13 until the end of school (May 15) for continuity of mental health support services for students during this time because mental health support services looked very different during school closure than they did before the pandemic. Counselors had to learn to implement different support mechanisms to reach students to provide what they needed. Is backfilling counselor salaries based on this rationale allowable?

Technology and charter schools: if we reimburse a charter for technology, who "owns" the technology? We wouldn't take it back come October 2022, they would keep and maintain those devices, correct? Does it follow the rules of Title that the program owns the technology? This seems difficult to manage, both CRF and ESSER funds.
Laura Gorman
01:00:39
On technology also, if we get a significant price break in licensing for online applications if we do a multi-year license instead on one-year can this purchase be justified under ESSER and CRF? We would be planning on using these applications going forward.
Laura Gorman
01:03:05
So CRF is March 1 in the award, but ESSER is March 12 ? I understand March 13, but CRF says March 1
Laura Gorman
01:03:39
Nevermind -- maybe because CRF also covered colleges which may have been earlier
Laura Gorman
01:06:02
It's fine
Karen Rodberg
01:07:34
Reimbursement of salaries.
Karen Rodberg
01:09:07
Thank you.
Amy Beruan
01:10:45
Happy to connect and provide more context if you need, Nazie. Thanks.
Laura Gorman
01:13:56
That's really important to know because it could change how charters use the funds. We do same as Amy -- if you use Title you own them
Karen Rodberg
01:13:56
To propose backfilling counselor salaries after March 13 for continuity of mental health support services for students during school closure, which is the most appropriate Allowable Activity to choose in the Budget Request section of the application: Mental Health Services and Support or Other Activities for Operations and Services?
Amy Beruan
01:14:10
Thank you
Laura Gorman
01:15:12
If we do "backfill" mental health, then they have to do retroactive Time & Efforts for ESSER?
Karen Rodberg
01:15:23
Thanks.
Karen Rodberg
01:16:16
They were already on staff, but performing very different duties
Laura Gorman
01:16:18
But there is no supplement not supplant in ESSER -- CRF is different on salaries
Rena Frasco
01:16:57
It came up last week on the hours and counselors were brought up.....I thought salaries/benefits were ok
Karen Rodberg
01:17:03
Personnel were used in a very different way.

Are signed NPS consultation forms due at the time the application is submitted. Is the form available?
Michelle Prael
01:20:06

Laura Gorman
01:20:53
Do they apply to CRF?
Laura Gorman
01:21:10
Time & Effort? I think you answered before but I can't remember
Steven Kaleda
01:21:51
@ Laura - yes to T&E. ESSER funds are federal funds
Amy Beruan
01:22:15
CRF T&E?
Steven Kaleda
01:23:16
@ Amy - I will double check on that, but i'm thinking yes to that as well

Do we share funds with Charter schools based on their number of Free/Reduced students?
Donna Crawford, Pueblo D60
01:32:12
Is it necessary to use the same method that is used for Title I?
Tammy Giessinger
01:32:51
From the FAQ: The CARES Act does not directly address allocation of district ESSER funds to charter schools that are not standalone LEAs. The clear legislative intent, however, is to benefit all public schools and students regardless of school type.CDE asks that districts include their charter schools on equal footing with traditional schools when determining the most important educational needs as a result of COVID-19, consistent with the intent of the CARES Act, see CARES Act Sec. 18003(d)(3), and the intent of Colorado law, see C.R.S. 22-30.5-112(3).

01:34:24
Here is the URL for the USDA Food and Nutrition Service Income Eligibility Guidelines. https://www.fns.usda.gov/cn/income-eligibility-guidelines
Laura Gorman
01:34:37
Under ESSER for charters though we must retain control of the funds -- so only reimburse as they spend the funds since we have to do an RFF for these funds and not give them to them upfront. Is that correct?
Melisa Rewold-Thuon
01:37:01
There aren't any updates on that FRL eligibility link - just says this
Melisa Rewold-Thuon
01:37:10
This notice announces the Department's annual adjustments to the Income Eligibility Guidelines to be used in determining eligibility for free and reduced price meals and free milk for the period from July 1, 2020 through June 30, 2021.These guidelines are used by schools, institutions, and facilities participating in the National School Lunch Program (and Commodity School Program), School Breakfast Program, Special Milk Program for Children, Child and Adult Care Food Program and Summer Food Service Program. The annual adjustments are required by section 9 of the Richard B. Russell National School Lunch Act.The guidelines are intended to direct benefits to those children most in need and are revised annually to account for changes in the Consumer Price Index.03/20/2020
