Question for Piet: What % of Ohio student load debt is held by HE institutions?
Cathy Wagner (she/her)
45:33
@Dana are you talking about student loan debt or the transcript/fee debt that Piet is explaining?
Cathy Wagner (she/her)
45:49
I think it’s going to be about 100% higher ed for both but not sure
Dana Miller
46:25
Student load debt. I didn’t know HE institutions even held the debt!
Sue Ramlo
46:34
Interesting (perhaps) side note - the Ohio Attorney general handles EEOC and Ohio Civil Rights Complaints made against public universities. In other words, the university's general counsel does not provide the response to charges - they come directly from Dave Yost's office.
Cathy Wagner (she/her)
48:00
the federal govt and banks issue student loan debt, but students owe institutions for transcript debt
Julie Szeltner-College Now Greater Cleveland
48:19
Dana, all the institutional debt from the public schools is required to be sent to the Atty. Gen'l 45 days after being incurred.
Cathy Wagner (she/her)
48:19
The latter is a very underreported problem!
Dana Miller
48:43
Thanks for helping me understand!

$8 million in student accounts at the AG
Cathy Wagner (she/her)
49:26
Wow
Sue Ramlo
50:39
So this could explain the interest of the Ohio AG's office in protecting universities against employees and students.

As of November 2019, the AG held more than $735 million in institutional student debt.

ack!! how many resources are used to police/monitor this!! I cannot imagine.
Sara Kilpatrick

Prohibiting institutions from withholding transcripts due to institutional debt is a part of recently introduced Ohio Senate Bill 135. Unfortunately, the bill contains a number of bad proposals alongside of it.
renee heberle
53:45
Yeah--it is a terrible bill otherwise.
Piet van Lier - Policy Matters Ohio
54:47
From the report, relevant to what Akii is saying: n addition to late fees and fines at the school level, the AGO’s collections commission rate is generally 10%. The AGO pays debt collectors 21% on a contingency basis, and special counsel charges up to 33% depending on the type of debt. Unlike for most debt in Ohio, state law allows the AGO to add collection fees on top of debt owed, which can saddle students with even more to pay back.
Piet van Lier - Policy Matters Ohio
57:52
Sara, thanks for sharing the news on SB 135, we’ll have to take a look at that.
Sara Kilpatrick
58:35
@Piet, no problem. Perhaps the Senate, which seems keen on SB 135, would be willing to separate that from 135 and include it in the budget bill.

At OU, admin fired more than 400 employees, including 53 NTT faculty. They did this despite the fact that OU is in a relatively strong financial position according to its audited financial statements. See your report on OU’s finances (funded by National AAUP and carried out by Rudy Fichtenbaum, emeritus at WSU).

I was thinking this question had to do with faculty motivation... at Akron, faculty are so burnt out from huge layoffs and survivors picking up extra courses that I hear a lot about how faculty don't care or take the time to offer their best because faculty are so overburdened... and these are full time faculty.

In short, we need to reinvigorate the public creditor sector as a kind of "halfway" step toward weaning universities from private credit sector.
