I have a procedural question about defining the region. I would think that legally each unit of government that wanted to commit to be part of a region would need to pass a resolution. With the fast turnaround (deadline of July 1) there hasn't been much time to coordinate with other communities, get legal documents drafted, meet and pass resolutions. I was told that these legal steps could happen later. If that's the case, who has the authority to submit the application to declare the region and speak for the legislative bodies of the units?
