Re Lloyd's statement that no police reform has ever worked: I'd suggest that everyone watch the TV series "Philly DA." It's about a new DA -- not a police chief but the prosecutor. But he begins working to change the mindset of his office (which previously just knew-jerk supported the arresting police officer). It's a slow process -- like trying to turn an ocean liner around to go in a different direction. And he gets lots of push-back: from his own staff prosecutors, from the police force, and from the community. But viewers can see some change happening, and the "system" seems to be on the way to a more humane, compassionate and sensible approach to criminal justice. The show used to be on a network (maybe PBS) but I think now is on one of the streaming services - Netflix, etc.
