Can you clarify if we select in ESSER 2 budget items for 21-22 in our application & we submit in next couple months & get approval, then obviously a lot will end up as carryover. So it seems that that will all go in the carryover application -- then does that have to be approved again if we already had it all approved. Confused on that.

Given that these funds may be used for a myriad of different supplies, can the description be somewhat less implicit so that there is some flexibility in what is purchased so long as it is in response to covid-19 / learning loss or for other needs?
