32:38
Content: they fixed the leak. Time spent: 25 minutes

33:36
Good morning everyone!

36:20
For Bob, Content: the truth about what is at issue and the big picture about LA100, all in-basin power plants, and reliability / blackout prevention. Time spent: 25 minutes

41:08
Tony and others: I didn’t hear real content that justified that expenditure of my time. We all understand the need to replace coal, methane, and petroleum fueled power plants and the need for longer term storage. I didn’t hear any details, only the repetition of these points, which we have known for 30 years at this point. I asked a specific question about a new technology that is on the market, and the speaker hand waved since either he didn’t know the answer or just didn’t want to answer.

41:47
I don't think this belongs in a digital media policy. We have Brown Act training and this should be added to that. Why create new policies when we have existing means of communicating the needed knowledge.

42:02
I don’t understand the foundation of these social and digital media policies. social media has been around as long as the NC system. Friendster was founded in 2002. NCs have a hard enough time engaging the public. pendulum is swinging in the wrong direction.

42:24
That would be pretty much everything. So am I supposed to not say anything at all on social media?

43:06
Just about everything could be considered within our purview…

43:38
I think the point is that it is possible to violate the Brown Act on FaceBook just as it is possible to violate it in conversation at the corner store. It’s what the English call a little bit of nothing.

44:49
This has always been the real problem with Social media all along this journey of NC's... get into the policy's design meetings so you can have input...

48:42
We are all stuck at home now so it's an issue with juice!

49:26
They don’t want us to engage our stakeholders

49:32
You can talk to non-board members about anything at any time. You are not allowed to hold a meeting of board members, either serial or together, about what could come up on a board agenda

51:42
it’s open to everyone

51:47
not everyone can make it to a physical meeting. it’s a spurious argument to say that access to the internet is not ubiquitous.

52:37
Bob, there is a combination of potential Brown Act violation/serial meetings; but also a problem that "conversations" help Board members come to a conclusion in advance of their Brown Act-compliant public meetings deliberations. So having comments allowed in Facebook and other platforms in and of itself could lead to Board members deciding their position in advance, based on those comments, even if no other Board members commented. They may well have all been lurking and reading.

52:42
Thank you for explaining that to us...

52:56
social media is one way NCs communicate with some of their constituents just like EVERY City agency. And I have yet to see DONE, etc. sanction anyone for violating the Brown Act, btw.

53:06
yes and we love it! That is why I participate. It is open to everyone not just NCs

54:15
anybody have a AB or SB number for this revision? Much obliged!

55:22
AB992

55:52
I am running for City Council and as part of my campaigning I have to weigh in on a whole host of issues that face the city…

56:04
We are board members but we are individual US citizens first!

56:09
To Laura Meyers and others: There may be lots of reasons that my fellow board members decide — in advance — how they think about some issue, and that is different from some of us meeting and deciding in advance how we will vote on some agenda item.

56:09
More info, if you want to google: Assembly Bill No. 992CHAPTER 89An act to amend, repeal, and add Section 54952.2 of the Government Code, relating to local government.[Approved by Governor September 18, 2020. Filed with Secretary of State September 18, 2020.]legislative counsel’s digestAB 992, Mullin. Open meetings: local agencies: social media. The Ralph M. Brown Act generally requires that the meetings

56:24
couldn’t have said it better Tony.

56:30
We need more clarification on this issue so NC's are not curtailed from doing outreach!

56:46
Thank you for that

59:00
100% Lou!

01:00:07
It is very difficult to constantly give disclaimers for all our free speech! This issue has always been waiting for us to deal with it but now because of COVID it is exposed.

01:00:15
Thanks for your thoughts, Lou!

01:01:12
If we aren't held to the Brown Act then why are we always talking about it?

01:02:10
When covid broke out DONE didn’t follow the Governor’s approval for brown act meeting could meet via webinar. We had to fight DONE until they approved it in May.

01:03:17
Block all your fellow NC members from your social media accounts. Done and dusted (pun intended).

01:03:22
We ARE help to the Brown Act. The question is what that means. I believe it is for matters actually pending, rather than for anything that could ever come before the NC. It should be obvious that the second position will destroy the function on Neighborhood Councils. Public policy would argue against that.

01:03:37
Some NCs have proven to vote a block in advance of coming before the meeting ignoring their stakeholders voice.

01:03:46
and it’s much more apparent that people would be meeting in social media vs the golf course.

01:04:24
As long as it doesn't become a "serial meeting" you have the right of free speech...

01:04:45
Like using this chat, chat on social media is different than in a face to face meeting. Its very different.

01:05:41
Tony: No, the Brown Act applies to topics that might come before the board, because holding your serial meeting before the item is officially agendized would be an easy subterfuge.

01:07:13
Re: a unified start date for board membership: there is a serious question regarding the power of the BONC and DONE to change our bylaws by fiat.

01:07:32
Would this mass swearing in be for newly elected only or would it include re-elected members, too?

01:08:06
That is the worst idea ever & we have to stand against this "Lame Duck" shananagens session that can be credited with this new way to seat the board's of NC's.

01:08:28
All these changes including this one is death by a thousand cuts of our independence. The city is trying their best to neuter us…

01:09:53
I agree, and see no reason that the Boards of all NC should be sworn in at the same date....each NC has to take care of their own communities, so why would we have months of "lame duck" board members...

01:10:07
that’s what our bylaws say…

01:10:20
Rachael Rose Luckey is spot on. We’ve been watching this process for half. Decade now.

01:10:28
The rationale for this is to get folks trained in advance of being seated as I understand it.

01:10:51
The new board has to take over ASAP after the NC's Election or the old boards can spend all the NC's 💰 look at the National Elections💰 very bad!!!

01:11:04
How about taking a survey of NCs to see what they say? I haven’t heard any movement on this from DONE.

01:11:16
In Porter Ranch, the candidates who were so sure they were going to win went and got treasurer training and ethics training BEFORE the elections!!

01:11:19
They will use all rationales to put their boots on our necks…

01:11:31
Yes, I do think the Bylaws of the NCs need to be adhered to.

01:12:23
that is the point…it should be OUR choice!

01:12:23
Maybe its to save $$ for some other purposes unknown or yet to be discovered.

01:13:21
Agree, that Doug is CORRECT!!!

01:13:30
I agree with what people are saying. I am reluctant to refer to our bylaws because they have become meaningless. When we did our last bylaws update, our changes were all removed with change tracking. So what's the point?

01:13:36
#ResistBeltran

01:14:19
Can LAANC put forth a motion to oppose this!?!?

01:15:03
For my information, how many NCs are represented on this Alliance?

01:15:12
Why do we even having individual bylaws a this rate

01:15:26
*bother

01:16:04
Key: What Doug said…we need to take back our bylaws. At the same time, the CC can create an ordinance that overrides them. Again, the city is actively trying to neuter us…

01:16:10
oops Kay:

01:17:10
Rachel: I think we have a better chance of lobbying the city council than we have lobbying the Department.

01:17:22
Lauren, all NC's are welcome...some are more actively engaged than others....

01:17:28
Can we get anyone who helped write the charter that brought the NC system into being present to us about their intentions? I know Sonnenshein(sp) has always said that the NCs should stay "scrappy" (his word).

01:17:39
He froze

01:18:43
white flags!!!

01:19:00
Regional roll out really hurt us with outreach, especially to young people because SCHOOLS WERE NOT IN SESSION! so maddening.

01:19:05
Unite

01:19:28
Can't unite unless we expand our membership.

01:20:04
Ethics training every two years is a STATE law per AB 1234

01:20:09
👍

01:20:16
Catch 2021...The more we unite, the more membership!

01:20:21
Yes…agree…vote no confidence…

01:20:25
To Lauren (Echo Park) and others: Raphe is one, and Jerry Gaines is another. I think Raphe has written at length about the twin Charter commissions, and the memberships are matters of public record.

01:21:46
We don’t do a swearing in anyway. There is no requirement for that. The question is when the board term begins.

01:22:10
We would have April, May and June…3 months…

01:22:23
Asking for a Motion for the next agenda for a vote of no confidence for Ms. Beltran.

01:22:40
Good point by Laura. July 1 would create TWO, UNEQUAL treatments for NCs, early versus late elections. Inherently unfair.

01:22:43
Let's get a presentation / town hall on this as a tool to expand NC participation in LANCC to remind us all of the original intentions and purpose of NCs (though we are an evolving body...)

01:22:46
Secoded

01:22:59
Seconded

01:23:01
Gracie Liu would have never pulled any of this!!

01:23:06
second that too

01:23:23
Because I am running city council, if this gets enacted, I will have to resign right after the elections. I cannot wait until July to be freed up to work 100% on my campaign…

01:24:03
To Len: I don’t think that going to BONC is terribly useful, as it has taken a very authoritarian tack.

01:25:17
Clerk can't GIVE OWN POWER to another department. "Unless DONE makes a rule" does not give DONE that power.

01:25:23
For my part, I don't understand why swearing in ceremonies aren't regionally rolled out like the elections.

01:26:08
Great point, Lauren. What you said makes much more sense!

01:26:10
7. POST-ELECTION PROCEDURES7.1Seating Newly Elected Board MembersNewly-elected NC board members will be seated in accordance with their NC Bylaws orEmpowerLA procedures after the City Clerk has issued certified election results and allelection challenges have been resolved. The incumbent board members will continue intheir duly elected/appointed positions until the newly elected board members areseated. The newly-elected board must be seated as a single unit. If one or more challenges to asingle board seat have not been resolved, the rest of the board cannot be seated. Anyboard member seat(s) that is/are not filled through the election process will be deemedvacant when the new governing board takes office. Vacant seat(s) will be filledaccording to the NC Bylaws. If less than a quorum of the board seats are filled, then theNC will fall under the Board of Neighborhood Commissioners’ Loss of Quorum policy

01:26:13
Yes, agree w/ Laura.

01:26:33
Repeat: There is absolutely no need to begin your board membership with a ritual or swearing in ceremony. You are a board member when you are elected and your board membership officially begins by your bylaws.

01:26:51
Good point, Bob

01:27:07
Do we need a new 912 Commission to deal with all these details & possible new processes & procedures?

01:27:22
Laura, they ARE (or should be). When I was an independent Election Administrator, I seated every new board (ceremonially) at first meeting after certification.

01:27:46
Nonprofits are doing the work of NCs in LA with no regulations, brown act, training and without being an elected official.

01:28:14
Defer consideration of proposal for uniform seating of Board members until prior to 2023 Elections.....

01:28:22
Swearing in ceremonies not be meaningful to us old and older hands but I think it would be very IMPORTANT to newly elected members. Just acknowledge that we are mostly looking through one lens here.

01:28:23
Yes, Bob is correct. Its in our Bylaws just like Bob points out. It would be great for the outgoing to respect the incoming board but that doesn’t always happen. There’s always a few weeks between election results to certification. There’s Cornerstone now so training can start.

01:28:33
To David: I think that Lancc is the 912 commission, except that it doesn’t cost five hundred thousand dollars and has people who are less narcissistic.

01:29:03
Can we put the motion of the language in the chat before we call the question?

01:29:54
As a newer board member that was sworn in via "ceremony" I thought it was lame and the certificate from the city was a waste of paper

01:29:57
I don’t mind the idea that new board members may enjoy the ritual. I do generally object to some of the wording I have heard in such swearing in rituals.

01:30:55
Motion to make formal opposition with City Clerk's decision/procedure for all 99 Neighborhood Councils to be sworn in on 7/1/2021.

01:31:15
They don't have standing & changing the rules mid stream is not right... turn down the rudeness temperature here so we can all have a discussion.

01:32:25
Motion to make formal opposition with City Clerk's decision for all 99 Neighborhood Councils must be sworn in 7/1/2021

01:32:54
"City Clerk" or "DONE"?

01:33:12
Can make be changed to take ?

01:33:22
Can DONE be added ?

01:33:39
not all 99 have elections

01:34:08
mpnc, westwood ?, and at least one other do not.

01:34:27
If you want to change motion, make an amending motion…

01:34:38
Motion to make formal opposition to DONE or the City Clerk decision for all 999 Neighborhood Councils be sworn in 7/1/2021.

01:34:38
Rockello will not be voting because all 3 NC's that are part of my Outreach Project are here today!👍

01:34:53
Good point Conrad. Several NCs have SELECTIONS

01:38:25
Two amendments adopted without objection

01:38:28
Lance opposes, and calls on its member neighborhood councils to oppose,

01:39:23
LANCC not Lance

01:40:56
Alliance

01:42:01
Can we add the amendments in the shared screen to the chat please? I'd like to share the evolution of the text with my Board. thanks

01:42:36
Thanks for the correction. I typed in Lancc and autocorrect apparently changed it to the only English language word it knows.

01:42:40
What a waste of time

01:43:40
LANCC opposes, and calls on its member neighborhood councils to oppose, Motion to make formal opposition to DONE or the City Clerk decision for all 99 Neighborhood Councils be sworn in 7/1/2021.Amendment by TonyAmendment by Bob, Terrence 2nd

01:45:35
So we are making an amendment that causes the motion to make no sense. OK, Typical LANCC.

01:45:41
I have them

01:46:06
STNC votes yes

01:46:07
I don't have the icons. I vote yes.

STNC votes yes

Click on REACTIONS - check mark

01:47:41
Laura/UNNC -- I agree that the motion doesn't quite make sense as showing, I voted yes presuming we are voting that LANCC opposes any effort by DONE or the Clerk to swear in new boards all on 7/1?

01:47:47
miho is abstaining

01:47:59
vote yes. it’s disappearing from my iPhone app

01:48:02
We are approving jus the yellow right now

01:48:04

01:48:11

01:48:24
Moving on

01:48:30
Thank you to those watching the chat!

01:48:53

01:49:28
Miho is abstaining because we don't have elections this year

01:50:04
Can Tony type in what he wants please?

01:50:58
or not

01:51:13
There's no coffee ☕ cup today on this so called updated version of Zoom... please vote yes or no for your stakeholders!

01:52:02
There is a coffee cup showing for come of us, fyi.

01:53:25
this is tedious

01:54:13
QUESTION: are we discussing item 7 of the agenda today?

01:54:23
abstain by miho hcnnc

01:54:51
As long as Jack H is present and voting, Conrad is not voting.

01:56:53
There should be a comma after oppose

01:57:19
miho hcnnc abstaining

01:57:33

01:58:05
Thanks everyone for your input.

01:58:21

01:58:54
Thank you Rachel

01:59:29
Lauren please vote!

02:00:32
Jack: We used to word smith most of the proposals before the meeting, as you will recall.

02:00:34
Lydia wants to speak on it

02:01:56
Please type the final motion into chat. Thank you.

02:02:40
phyllis ling wants to speak but she cannot raise hand

02:02:48
Everything Lydia is sayin sounds like DONE's MO

02:04:03
who seconded it?

02:04:04
@David Uebersax Please type the final motion into chat. Thank you.

02:05:03
Motion to Freeze the Grievance process

02:05:27
Miho has a point. I may vote differently from my second.

02:05:29
100% Miho

02:06:22
Motion to freeze the Grievance Process until it can be reviewed by BONC with input from the Neighborhood Councils

02:06:32
I can't vote on this but have to agree with Miho here...

02:06:41
The fact that DONE isn’t doing its job puts any such action in doubt, but the proper remedy is a different question.

02:07:05
4. Discussion and possible action for the Los Angeles Neighborhood Council Coalition (XXXXXX Neighborhood Council) to request that BONC have the DONE postpone the Grievance Process and the BONC review the procedures. It is troubling that the GM of the DONE stated at the recent BONC Commission Meeting that the Grievance Policy is a work in progress. There needs to be a review of how grievances are reviewed for certification, the ability for the DONE to certify grievances timely, the procedure for Neighborhood Councils to have documents translated in a timely manner for Boards with monolingual Boardmembers and for Neighborhood Councils to be able to upload documents to support their position. We also request that the BONC add to the policy that grievances not be able to be filed 60 days before an election.

02:07:08
Please give Miho her time!

02:07:18
was that me. apologies. I have muted the whole time.

02:07:37
I’m asking for the final motion on item 3 on the agenda.

02:07:57
Miho has some good points. Yes the greviance process needs an overhaul, but maybe not freeze this

02:08:04
How about: asks the Department to act immediately to certify or reject all current grievances, and to cease accepting new grievances until the rules of the system are clarified afer consultation with Neighborhood Councils.

02:08:22
The grievance policy has been debated off an on for more than 15 years, and was finally adopted fairly recently. If there is a need to reopen this question then it should be with enough time. What I see here is failure by DONE.

02:08:30
It is noon and we have a long way to go.

02:08:32
One of the accusations were are accused of violating

02:09:14
can this chat be saved and sent tk us?

02:09:25
***to us?

02:09:39
My suggested variant does not try to re-do the 15 year grievance process. Rather is seeks to deal with the issue that DONE appears not to be adhering to the rules originally intended.

02:09:56
someones' right to free Assembly and claims it is a violation of the Censure Policy

02:10:29
I agree with the last speaker

02:10:36
The public ALWAYS has an opportunity to file a grievance against a Neighborhood Council. The NC must act on it or be sanctioned by DONE.

02:11:10
Sounds like a new 912 commission needs to convene because of multiple issues that DONE & BONC are not dealing with in a timely manner.

02:11:40
One person's frivolous grievance is another person's important issue. That's why there is a grievance PROCESS.

02:11:51
Miho...I believe we try to get the 'Everyone' Chat posted to the website, along with a link to the meeting recording, but Glenn can conirm

02:12:23
Miho, also...if your agreement is to effect an amendment, can either you or Lauren post it into the Chat?

02:13:51
can miho speak about

02:14:07
We have been posting a link to the monthly video recordings on the LANCC website. We can add today's Chat too.

02:14:09
I propose a motion to amend that motion on the floor to not freeze but to "call on DONE to enforce the grievance procedure within its specified timeline or face public sanctions by BONC"

02:14:26
the motion that people are referring to about me

02:14:50
Does the language reflect your intent, Miho?

02:15:38
Motion for BONC to hold the DONE accountable for their failure to follow their own rules and its' failure to adhere and make others adhere to the rules of the Grievance Process

02:16:03
Democracy is working here, just stay civil & we can get a vote out today!

02:16:22
Lydia -- are you proposing an amendment to your motion?

02:16:48
replacing the motion or new motion

02:17:54
BONC can complain about DONE’s failure, but what good is this? BONC can’t force DONE to do its job — all it can do is make public its concerns.

02:18:08
Lydia -- can you rewrite your amendment to include timelines and public sanctions by BONC?

02:18:22
I don’t think we should be trying specific grievance cases here today.

02:18:56
Phyllis is correct here about what has been going on in HCNNC

02:19:06
I propose a motion to amend that motion on the floor to not freeze but to "call on DONE to enforce the grievance procedure within its specified timeline or face public sanctions by BONC and also have NCs act on them pursuant to the grievance policy or be sanctioned by DONE.

02:20:21
When BONC addresses this issue publically

02:20:25
i made amendment to Lauren

02:20:46
They will be forced by their own exposure to fix it.

02:21:06
How about asking for a new 912 Commission to work all this & other pressing issues out that have come up since COVID...

02:22:49
TIME CHECK: 12:15 p.m. we have 45 minutes remaining

02:24:47
he is following Roberts rules

02:25:07
Can BONC even hold DONE accountable or sanction DONE?

02:25:26
BONC needs to address this & DONE should be deferring to BONC's athority! Please give Miho respect & listen to what she is saying!!!

02:25:53
Could someone please answer if the Election Handbook have been updated since 11/12/20.

02:27:02
please lower my hand

02:27:35
How soon will the motion for item 3 be available to share; we have a GB meeting on Wednesday and would like to add it to our agenda

02:28:02
Please give the speakers their time & wait to be recognized by the Chair properly!

02:28:28
I do not agree with freezing any grievances

02:28:47
Do you know that DONE does not read what is submitted per Raquel at the BONC Meeting.

02:29:14
Respectfully Tony, I think these should be two SEPARATE MOTIONs AS I KNOW MY NC WOULD WANT TO WEIGH IN.

02:29:50
They only check to see if the Grievant has the Name and contact information and what policy it violates.

02:30:03
They refuse to do any further review

02:30:08
That is why a new 912 Commission should be convened as soon as possible.

02:30:13
Use Raise Hand feature to be recognized and PLEASE DO NOT INTERRUPT PERSON WHO IS SPEAKING.

02:32:47
there are about 30 grievances. raquel said prior to this year, there had only be a handful

02:33:25
In response to an earlier question, the current version of the 2021 NC Election Handbook is November 12, 2020. It is posted on the City Clerk's NC Elections website

02:33:33
@David R, please email me later re 912 commission

02:33:39
ty Glenn

02:34:22
The greices that have already been filled have to be addressed especially for the sake of an NC that doesn't have an Election to remedy the situation!

02:34:42
The Website does not even allow the Board to submit Documentation to defend itself.

02:35:24
You are correct Lydia

02:35:32
WHEN IS THE NEXT BONC MEETING???

02:35:40
The current motion calls for "sanctions" which are outside the law according to Len.

02:35:47
hcnnc miho and phyllis have spoke at bonc mtgs

02:36:03
it does not allow an NC to defend itself or even to submit documentation

02:36:14
I have spoken at BONC also. it falls on deaf ears.

02:36:20
I will vote *NO* because of the current motion's demand for "sanctions" between city agencies, which will never fly.

02:37:37
call on DONE to enforce the grievance procedure within its specified timeline or face public sanctions by BONC and also have NCs act on them pursuant to the grievance policy or be sanctioned by DONE

02:38:18
Tony, having the Public discussion will cause DONE to be so embarrassed, they will make it a priority to fix it

02:38:37

AGREE, that's why I changed positions from my second of motion #1.

02:38:57
BONC should be litigating these issues with the three member panel final decision makers Greavence "Judges" that shouldn't be undermined by the GM of DONE!

02:39:12
My response is too long type here… articulate another time

03:00:20
Could Lydia Grant's NC election related comments be placed under that agenda item (#3)? Thanks.

03:01:00
Is the DONE site broken for everyone?

03:01:22
DONE is broken for everyone!

03:01:26
Can you tell us how to GET TO THE CONGRESS meeting today, maybe put it in the chat!

03:02:16
Panorama City had WRONG qualification to file or vote for "Unlimited At Large" seats (ONLY Comm Int, vs Live-Work-Own plus CI). Result was we got ZERO candidates. All 7 filed for 2 regular At Large seats.

Thanks Glenn

03:05:07
The calendar is why I was tryin to look at the DONE website, but the site appears to be broken

03:05:14
Thank you for supporting our motion and helping to hold DONE and NCs accountable to the greviance policy, which I know is currently flawed and needs to be revised and consistently applied to all NCs. I am having internet connection problem and keep getting bounced off zoom. Phyllis will be my proxy for any votes.

03:05:56
It is possible they didn't pay their hosting bill since DONE seems to be really bad at apying bills

03:06:28
but you need to be courteous and respectful to all

03:06:37
@bob gelfand

03:06:50
Phyllis & Miho so glad you are here to be heard & get your experience recognized by this body... sorry for the rude behavior people should be addressing things to the Chair & not doing this rant... please Bob respect all others first!

03:06:59
Hmm....EmpowerLA website appears to be not functioning now. Screen indicates: Account SuspendedThis Account has been suspended.Contact your hosting provider for more information.

03:07:58
DONE didn’t pay its bill?! roflmao

03:08:56
I have the right to assert my own rights and to defend the rights of all others, and doing so is not to disrespect anyone else. The only sexist remark was made by someone else.

03:09:00
I’m with Jack…I’m #donewithDONE

03:09:47
also i would appreciate if the votes for all motions are accessible in writing in the minutes

03:10:04
Good meeting, thanks everyone for your input on tough issues!

03:10:09
Delaying payments was covered in the Times as a solution.

03:10:47
Miho, we don't have a Secretary per so, but try to distribute the detailed notes as I've captured.

03:10:56
Maybe that's what happened to the DONE Website

03:11:22
If they sweep NC accounts then they need to also provide for us to be able to raise funds…

03:12:06
Regions 1, 4, 7, 9 and 12 have a vacancy for Budget Advocates

03:12:31
One vacancy in each Region

03:12:40
can u please put in writing not on this chat the results of lauren and i's motion as i keep getting booted off zoom and so the chat keeps getting refreshed

03:12:46
Lesson for next round of Budget Advocates: each NCs 2 budget reps should plan on continuing to stay active, rather than quitting if are not elected to "advocates" role.

03:13:24
thank you lauren.

03:13:54
That is why I typed in my attempt to incorporate Miho's points into the chat.

03:13:58
Per Request, pasting final language for Item 3: LANCC opposes, and calls on its member neighborhood councils to oppose any proposal by DONE or the City Clerk to seat all elected Neighborhood Council’s Board Members on the same date.

03:15:03
6. Discussion and possible action for the Los Angeles Neighborhood Council Coalition (XXXXXX Neighborhood Council) is opposed to council file CF 20-0102 and wants the City Council to rescind the personal service contract to Counterintuity LLC. Although the motion does not list the services that the vendor (https://counterintuity.com/) will provide, they are a marketing firm whose clients include industrial, manufacturing, and e-commerce. While many Angelenos are out of work, losing their businesses and homes due to the COVID-19 crisis, the City Council should be focusing on solutions to get Angelenos back to work and not allowing the Councilmember from CD7 to self-promote herself. The City Council should also be focusing on solutions for the almost $700,000,000 budget deficit and ask Councilmember Paul Krekorian, Chair of the Budget and Finance Committee to create a motion to cancel this contract.

03:15:23
Let's provide in the LANCC Standing Rules that persons NOT interrupt a speaker while they are speaking

03:16:00
I think we need to just play the fairness card. This is about being sensitive to everyone.

03:16:37
Right on, Brother Tony. I include myself in this reminder.

03:16:50
Doing so would treat everyone more respectfully and would allow us to supersede Robert's Rules of Order in this regard

03:17:43
My updates to “Legal Issues Affecting NCs” - https://drive.google.com/file/d/1oeeyHg4YZ6pSXAYIMGTri3mSP0mjhQQu/view?usp=sharing

03:17:48
Good suggestion, Glenn. Points of order can be made in the chat and recognized without alienating folks.

03:18:00
One of the reasons I'm not so in love with Rachel Beltran's crusade about Roberts Rules.I've seen them used againt classes all to often.

03:18:07
Hacked?

03:18:15
There is nothing inherently sexist about Roberts Rules and use of it is not disrespectful.

03:19:00
My comments were to the sexists that stand behind them to ,crowd out other voices.

03:19:13
Thank You everyone!

03:19:36
See you at the Congress Planning Meeting next!

03:19:41
We can all save our own chat copy. Three little dots on lower right.

03:20:02
it is not a waste of time to do what we are suppose to be doing…

03:20:27
Nope

03:21:24
You are my friend Bob but so are all the others!

03:21:34
Men please not tell women what sexism is? Thanks!

03:22:04
When the whole meeting is recorded, those are thebest notes. I try to do that with my NC committees.

03:22:31
We are all sexist, let's be human first!😷

03:22:53
The comments were a useful discussion for us all. We should not personalize it. Calling out right now is not helpful.

03:24:17
David... ^^^

03:24:46
“Men please not tell women what sexism is? Thanks!” is a perfect case-in-point of an inappropriate attempt to silence someone or intimidate someone into silence. It’s also based on a perception of another’s gender.

03:24:47
Thanks to all who have made open comments
