Would a district be able to use ARP funds to help an unaccompanied student have permanency by assisting the guardian or caregiver in getting custody or guardianship through the court system, by assisting with filing fees, application fees, court fees (not attorney fees)

$5000 or less must form a consortium to use the funds. Anyone can join a consortium, though, to meet student needs
