My understanding is you were allowing us to budget an Unallocated amount with a specific description and then reopen the app once we know how to spend the unallocated..... will you be providing the language we need to use? We want to submit what we know we will be doing to get approval for those items without guessing amounts we have not allocated yet :)

Here is the place holder language: Placeholder – this funding is being set aside to use for future allowable activities that are unknown at this time. Once the allowable activities have been identified, the LEA will revise this budget line to describe the use of these funds. Placeholder line items in applications that have final approval are not approved and funding will not distributed until those lines have been updated and receive final approval.

Yes Laura, if it is over and above their CONTRACT, it is a stipend and no T&E, the stipend 'document' should indicate the whys, etc., and should follow your internal policy.
