28:27
Sorry- Adam, did you say same data set as round 1 meaning using Oct 2019 not OCt 2020?
Meghan Deutsch
28:33
ESSER I I thought was based on FY19-20 data on proportion of Tile I funding. ESSER II is based on FY20-21 allocations.
Fountain - Joanne Vergunst
29:23
School bus - purchase price or only portion of cost through grant period is allowable cost?
Marsha Clark
29:38
When will we know what our allocation is and what the new grant code is for ESSR 2. Also, when will applications be available?
Steven Kaleda
30:09
ESSER II was based off FY20-21 Revised Final Title I-A allocation.
Laura Gorman - Douglas County
30:14
Last week they said ESSER II is based on 20-21 Title I, but ESSER I was based on 19-20, so the question is for charters can we use either 19-20 or 20-21 for charter calcs or do we HAVE to use 19-20 or 20-21 specifically?
Lana Niehans School District 60
30:32
I would think a capital purchase would only be valid for the length of the grant
Kate Bartlett
30:53
Marsha, Adam will cover the grant code in just a moment. ESSER II allocations are posted here: https://www.cde.state.co.us/caresact/esseriipreliminaryallocations
Lana Niehans School District 60
31:04
Meaning a bud has a ten year life therefore only the first 2 years would be valid expense
Lana Niehans School District 60
31:20
Bus not bud
Meghan Deutsch
31:34
Capital purchases are expensed once they are purchased. We do not depreciate them or expense over various years.
Steven Kaleda
32:29
We have approved bus purchases in ESSER
Mindy Oliphant-Thompson Schools
35:32
If we did an accrual, do we need to re-do our Qtr 3 report

Great!

We have had some additional questions about the rural funding that I can answer here. Timing: The rural funds will be distributed after the legislature approves the amended budget. We are currently anticipating late spring. Allowable Uses: Rural funds are treated as general funds and are unrestricted.
Robert Framel
37:03
Can the district purchase snacks to help with healthy kids/social emotional learning? We would run this through our advisory period. we have found this helps in the past but never had funding to help with it.
Aurora Public Schools-Amy Beruan
38:10
For the NPS bullet point, are they referring to PPP round 1 or round 2
Littleton Public Schools - Lori Herbaugh
38:15
Our ESSER I application has been reviewed, but I need to update the information on our non-public schools before I can resubmit. We are still waiting to hear back from some of our non-public schools as to whether they are going to participate. How many non-responses to our emails are needed before we determine that a non-public school has elected not to participate due to lack of response?
MONTROSE COUNTY SD - MARJORIE WICKHAM
38:56
Do the Rural Funds have to be shown in the GF as revenue or can we include it in our Capital Project funds?
Laura Gorman - Douglas County
39:51
Are healthy snacks allowable for summer school programs -- sorry - kind of same question -- maybe same answer
Fountain - Joanne Vergunst
42:01
Snacks example - due to COVID social distancing requirements, we added lunch periods at high school, starting at 10am and ending at 2pm. we offer AM & PM snacks for students who have very early or very late lunch period.
Angie Velasquez - Upper Rio Grande School Dist
42:11
Will rural funding be received after FY 2023?
Chrissie Miller
42:55
Is there allowable uses posted for the Prop EE money?
Angela Slaven
43:14
NPS - We were told to try multiple avenues of correspondence before we could say their was no response and to document all communication.
Kate Bartlett
43:40
Angie, Prop EE only provides for funding through 2022-23.
Jeremiah Johnson
43:48
In relation to consultation for private schools, here is what i found on the CDE webpage: Meaningful consultation provides ample time and a genuine opportunity for all parties to express their views, to have their views seriously considered, and to discuss viable options for ensuring equitable participation of eligible private school students, teachers and other education personnel, and families.
Aurora Public Schools-Amy Beruan
43:52
To be clear- NPS doesn't get ESSER 2---only ESSER 1...right?
Kate Bartlett
44:00
Chrissie, the rural funds are considered general funds and may be used as you would use any general funds.
Steven Kaleda
44:16
I would certainly document your efforts on making contact with the NPS
Chrissie Miller
44:33
Thank you Kate

46:10
Is the grant code for ESSER II - 4020
MONTROSE COUNTY SD - MARJORIE WICKHAM
46:38
Thank you!
Robert Hawkins
46:43

Steven Kaleda
47:57
ESSER II's grant code is 4420
Littleton Public Schools - Lori Herbaugh
49:44
Yes, than you Nazie. That helps.
Chrissie Miller
50:56
Sorry, if this has been said before, when will we be receiving the Prop EE Money?
Debbie Myers
50:59
I am just verifying Prop EE Rural Funds are not restricted.
Kate Bartlett
51:25
Debbie that is correct.
Kate Bartlett
51:50
Chrissie, it will be distributed after the legislature finalizes the amended budget for the year. We are anticipating late spring.
Chrissie Miller
52:05
Thank you Kate
Aurora Public Schools-Amy Beruan
52:09
Thanks Nazie
Teresa Hopson
53:25
Will we receive additional supplemental ESSER II funds?
Aurora Public Schools-Amy Beruan
54:10
we're good Adam- thanks.
Eddie Storz Adams 14
54:14
Was there any new funds specifically for nutrition as part of CRRSA, or just new ESSER and GEER? Also in light of lost revenue in our nutrition funds due to covid would nutrition salaries be allowable in ESSER?
Laura Gorman - Douglas County
55:29
For ESSER II would it be allowable to pay extra duty pay to ELD teachers who are teaching both in person and also for online only students? These teachers are doing prep work for both and providing resources and instruction in both settings? All due to COVID & the models provided
Jeremiah Johnson
56:16
When a district enters revisions to ESSER I and submit the application for ESSER II can we develop a multi-year budget, since they both have until 9/30/22 and 9/30/23 respectively? It may be necessary for a district to maximize the opportunity to create a softer grant cliff and implement learning loss strategies that cover potentially 2 years.
Marsha Clark
01:00:09
Are the ESSER II Applications available yet?
Greg Fieth - St Vrain
01:00:16
Can ESSER II funds be used to offset salaries and benefits due to increased instructional time similar to CRF funds?
Jeremiah Johnson
01:00:28
Thank you!
Greg Fieth - St Vrain
01:03:01
Thanks!
Chrissie Miller
01:03:16
Can ESSER II be used for hazard pay for employees?
Nathan Markham
01:04:14
When is the ESSER II application deadline?
Cheryl Cook
01:04:25
Did you have an estimated opening date for ESSER 2 App?
Cheryl Cook
01:04:48
Thanks!
Angie Velasquez - Upper Rio Grande School Dist

Hyesun Son
01:05:55
Is there a separate grant for Nutrition Services since they got a big hit due to Covid?
Laura Gorman - Douglas County
01:06:48
If we normally offer extended school year for SpEd students, could we use ESSER II funds to support that for this coming summer instead of district funds? This is focused usually on learning loss or keeping students engaged in learning. I believe supplement not supplant does not apply.
Becky Allan
01:07:11
Will we need pre and post achievement data for the final grant report for learning loss?
Janice Martin
01:09:00
do we need to first spend ESSER 1 before we apply for ESSER 2
Laura Gorman - Douglas County
01:09:51
That answers my charter question.
Aurora Public Schools-Amy Beruan
01:10:08
yes- answers the charter question from last week
Mimi Livermore-Adams 12
01:10:33
Going back to the increased instructional time- I'm just wondering if assumptions are being made too soon. Seems like fed guidance is still being developed. If ESSER 1 said yes, "if only necessary". Wouldn't that potentially mean that ESSER II coming almost a year later may not approve on covering salaries that should already be budgeted in the current year budget?
Laura Gorman - Douglas County
01:18:07
Did we get an answer as to who will handle the fiscal side for non-public schools under GEER -- has the governor's office or CDE decided that yet?
Lana Niehans School District 60
01:20:06
What about FFRCA
Lana Niehans School District 60
01:20:48
FFCRA COVID 19 leave. Can it be included in the grant expenses such as Title
Lana Niehans School District 60
01:21:02
Yes it is the paid sick leave
Lana Niehans School District 60
01:21:36
Sorry I am dyslexic
Debbie Myers
01:21:42
ESSER I Funds Question. When you request funds for ESSER I funds grant code 4425 and you want request the funds not accounted for in the ESSER I Funds budget are those funds to coded to 4425 or should they be coded as general fund expenditures?
Lana Niehans School District 60
01:22:15
No I have moved the expense. It is not a revenue stream. It is un funded mandate
Elizabeth Duncan
01:23:34
Same question...We have paid out Covid related leaves for illness and quarantine. Are those expenses allowable?
Lana Niehans School District 60
01:24:12
We don't pay SS
Janice Martin
01:24:22
can we cover our sub costs when someone is out of the district due to covid
Lana Niehans School District 60
01:24:50
OKAY
Debbie Myers
01:27:21
Thank you I will send an email. Thank you for the information today.
Teresa Hopson

Thank you!
