Typically non occupant owners/management companies of rental properties do not maintain them well. My daughter had problems getting one working restroom for 3 at her rental near the university a few years ago. Broke her lease early with IU legal help due to the ongoing problem. 100 year old home with a clay drain that was collapsed. The infrastructure in the older areas of town are limited.

Kroger had those larger, heavier-duty plastic bags for curbside for a while. Bringing my own bags is one of the best parts of shopping in person again. There is a way to weave the “regular” plastic bags into waterproof mats that homeless people can use.
