April 2017 e-mail from the LCB regarding SSB-5052 licenses … seems pertinent to their statement today that they will be refunding application fees for the priority 2s and 3s:Dear retail marijuana applicant,By this email, the Washington State Liquor and Cannabis Board (WSLCB) is notifying you we will be withdrawing all priority two and three applications for retail marijuana licenses we received between October 12, 2015 and March 31, 2016.During that time, we received 2,340 retail marijuana applications to fill 222 additional licenses. The Licensing Division received 290 priority one applications. We have licensed 212 of the 290. There are more priority one applicants that meet licensing requirements than there are available locations.The WSLCB will not be issuing refunds for these applications. The application indicated that the license fees are non-refundable. When we began this process, the WSLCB published information on our website outlining the retail application process. To answer Sheley Anderson's questions. We need a four-point Racial Justice & Social Equity Commitment to Success plan, from the LCB. (1) Education vs. Enforcement 104 Officers. LCB has committed to have 40-50% focused on education. (2) Inclusion vs. Exclusion. What is the 12-24 month plan, to hire more black and brown people within the LCB (all departments)? (3) Healing the Harm done by the War on Drugs: Where policy can be changed by WAC--Change it. Support a request for additional licenses across all verticals (34 is not equity). (4) Racial Justice: In addition to increasing the sheer number of licenses to bring about equity, move all licenses in current areas of bans and moratoriums that were revoked, canceled, or never issued to a high impact city willing to take a social equity store. Request an increase in the $1.1 million dollar appropriation to $10M from the dedicated Cannabis fund. That's $70-80M over 8 years; funds should also be used for micro-loans/grants to help existing #BIPOC i502 businesses.
