Cellissa Hoyt, Early Learning NH
45:33
Shared services is considered an important piece of a states plan and required to be included. In the past we have crafted shared services language and happy to do so
Sally Wuellenweber
48:35
#6 of plan component should be looked at very carefully with respect to the staffing crisis that the child care field is currently experiencing. While a qualified and experienced workforce is vital, it may not reflect the current reality of what programs are seeing and experiencing or able to hire. Ideals and goals are great, but we have to be careful we aren't boxed into standards/qualifications that our workforce or programs cannot meet.
jillian
49:40
Agree with Sally Wuellenwebber
Sally Wuellenweber
51:18
Are you speaking about staff to child ratios? Is there an expectation that they will be changing on Federal level, which in turn will impact what our State Licensing regulations will be tied to?
Jackie Cowell, Early Learning NH
52:36
A survey was just completed asking about staffing and how the shortage is affecting your available slots. 196 programs responded, representing @ 40% of child care licenses in NH: over 2,200 slots were not filled due to a lack of staff alone: over 680 staff are needed to be hired to get back to pre-COVID capacity. This is indeed a staffing crisis.
Cellissa Hoyt, Early Learning NH
53:39
One program alone on a call this morning said they are short 40 teachers
Sally Wuellenweber
54:07
Thank you, Jackie, for putting hard numbers to what providers are experiencing first hand!
Jackie Cowell, Early Learning NH
55:13
You're welcome Sally!
Sally Wuellenweber
55:31
This should serve as a stark warning that the underpinnings of child care in NH is at risk of potential collapse. No staff mean no programs to serve working families
Kitty LaRochelle
55:40
The numbers are staggering. But lets keep in mind that for some programs a loss of 1-2 staff members can have a detrimental affect on care as well as the business
Sally Wuellenweber
56:25
As does a potential reduction to staff to child ratios. We saw this highlighted in 2017 during the CCLU rules process
Leanna Lorden, White Birch Center
57:18
What has been discussed re: the reduction to staff to child ratios?
Melissa Clement
57:19
Hi Jackie what total # of programs did you use for your %? Our data shows 770 active licensed centers and family providers. Including licensed exempt programs that receive CCDF the total is 789.
Kathy Belanger
58:03
A center in my town notified parents on Monday that they are closing permanently tomorrow due to lack of staff.
Marianne Barter
58:34
Kathy Belanger- how big of a program?? That's terrible
Jackie Cowell, Early Learning NH
58:51
Melissa: 196 programs responded, but some of them are very large, multi-site programs that hold 10+ licenses
Manon Kotkowski
59:11
I got two phone calls this week from parents because their center is closing with less than two weeks notice and we don't have space to take them.

Karin Zalzal
01:03:30
I tried to increase my license capacity, and my coordinator wouldn't approve it...
ivan
01:03:31
do you think the people who had a waiver to be alone with the children will be “grandfathered” in after the pandemic? I feel like if they were trusted for a year, I’m sure they could be trusted after.
Jackie Cowell, Early Learning NH
01:03:37
I'll mention the tuition/rates poll, Sally
Karin Zalzal
01:04:34
I got that too
jillian
01:04:51
How do we support staff in taking on yet more children and families? Yes we can get waivers but if we have no idea when more staff is coming, how are we supposed to keep morale up?
Sally Wuellenweber
01:04:54
Concord fire bases it almost solely on CCLU rules
Karin Zalzal
01:05:00
Thank you!
msalo
01:05:52
While our center stayed open throughout the past year, our child attendance went way down so we were able to staff accordingly. Now that we could be back up to full capacity, with 5 open positions we cannot.
MerylFire Tablet
01:06:20
At this point its all about staffing. We lose staff weekly. Centers are hiring from other centers at higher wages and parents are taking staff to nanny instead of putting the children back into childcare
lizlaptop
01:06:37
We have to turn kids away because we cannot always find staff. Plenty of space in the school.
Kitty LaRochelle
01:06:45
We do need a more permanent solution to the waivers for CCAs! When that expires (and is not permitted) it will halt everything.
Teri Ann Cox, The Children's Center
01:06:45
Agree with Jillian andMeryl. I have space available, don't need a waiver. Need a provider/more teachers (currently have 5 openings) so that we can take on more of the children that are on the waitlist...
jillian
01:08:00
It truly is a crisis and it feels like nothing else really matters until we can figure this out.
Lorraine Greer Greer
01:08:17
Agreed!!!
Teri Ann Cox, The Children's Center
01:08:41
Can't seem to get the usual college students for summer - because they are getting Nanny jobs for the summer at $20 an hour.

Kimberly McKenney
01:09:57
Walmart in Hooksett is offering 17.50 to stock shelves. Not fulfilling but pays the bills
Jackie Cowell, Early Learning NH
01:10:10
WMUR had a report last night that Santa's Village will provide housing for their summer staff.
Janell Davis
01:10:40
How do we get staff off this portal if they no longer work for us?
Sally Wuellenweber
01:10:49
It has been a year since Covid hit NH hard. The staffing crisis has been growing for the last several years...this is nothing new. Covid has only compounded it. While the rules change process is complex, it does seem like a year should have been enough time to implement some emergency or request some interim rules that will ease the burdens of providers with regard to staffing qualifications. This ultimately can provide some respite for programs and also help salvage businesses!
Sally Wuellenweber
01:13:16
It is not a coincidence that the staffing crisis comes up at almost every meeting...
lizlaptop
01:13:42
They know staffing is an issue, that is why they created a staffing crisis group.
Janell Davis
01:15:06
Do we submit the form as a director or the staff member?
Anne Grassie
01:15:47

Janell Davis
01:17:13
Will there be a way to directly access our licensing coordinator as well?
Carol
01:17:15
all of this that you are talking about, is it being completed through NH Connection?
cblanchette
01:17:34
Where will updates be sent? Through center email?
Lorraine Greer Greer
01:18:39
But we just are not getting the applicants
Topher Bishop - SDYMCA
01:19:15
we can make all the interim rules and temporary changes in the world, and even changing some of the regulations, but this is bigger than even what DHHS can do. this requires a systemic change in the valuation of child care. parents can't afford it, and we can't afford to live on what we're charging. we have to be advocating for more than just easing some qualifications, but fighting for proper support from every level of society
Katy Aveni
01:19:45
is there any help for providing health insurance for small centers? offering health care would definitely help the staffing crisis
Jackie Cowell, Early Learning NH
01:20:06
Agreed, Topher. Short-term solutions and long-term solutions need to be fought for together.
Leanna Lorden, White Birch Center
01:20:11
Completely agree with that Topher
Christine’s iPhone
01:20:18
When will staff members need to sign up for NH connections?. Sorry if I should know this!
cblanchette
01:21:57
Any updates on possibly getting staff the extra $300 per week? This would stabilize my staff and encouraging others to enter the field? Is this even possible?
Laura Elliott Johnson
01:22:42
Agreed! How can child care centers compete with even places like Walmart offering $17+ with benefits? To pay staff what they deserve without raising tuition (which families can’t afford anyhow) we need something supplemental from the state and federal governments to go directly to staff.
Kimberly McKenney
01:22:48
Staff are wanting time off and I cannot even honor this!
Sally Paquette
01:23:02
I agree, if we could get the extra $300 that would help current staff
S. Tremblay
01:23:15
Unfortunately we don't have the TIME and waivers won't last forever. We need to stop putting all the States focus on new IT systems and programming and focus on staffing!
Marianne Barter
01:23:53
100% Shannon
msalo
01:24:00
Suggestion - we all send letters to the editor of our local newspapers, stating statistics and suggestions to change how child care is funded. This would take a concerted, educated effort.
lizlaptop
01:24:03
As long as the unemployment benefits continue, people are not looking for jobs. Most assistants can make the same at home then working right now in child care.
Jackie Cowell, Early Learning NH
01:24:26
The update is that the idea has been given to DHHS (thank you, Chris Emond!) and follow ups will be happening. Additionally, it is important to note that DHHS $ may not have to be the only pot of stimulus $ to support the $300/week. Meetings are being arranged with other Department heads (like the Department of Business and Economic Affairs and the Dept. Employment Security) to explore what $ and policies they have to support the child care workforce.
Cellissa Hoyt, Early Learning NH
01:24:33
Thank you Melissa!
Lynn Ouellette
01:24:34
We are stressed and trying to survive. Without appropriate staffing we jeopardize the quality for our children and families which could be catastrophic in certain situations. We need to find ways to focus on finding staff and supporting their development and being able to offer a livable wage. We can't charge parents the true cost
Donna Massucci BVS
01:24:38
Our team are burnt Out!! For less then McDonalds pays, our work Childcare is the foundation to the work force
Topher Bishop - SDYMCA
01:24:38
Melissa, please know that any frustration isn't directed towards you from anyone here. Hearing that we're going to need to do even more once the SoE is lifted is very deflating to hear.
cblanchette
01:24:53
Staff are getting second jobs ststring over $15 per hour and these companies are enticing the staff to leave teaching and join them. Yikes
Leanna Lorden, White Birch Center
01:24:54
Exactly Shannon. As much as the implementation of the QRIS system and new NH Connections platform matters, it's the staffing piece that if we don't have staff, we don't have anyone to dedicate towards those ideas/initiatives
Teri Ann Cox, The Children's Center
01:25:04
Great Melissa - good luck with the legal review. We need those waivers to continue at least until 2021 year end.
msalo
01:25:09
Was there or can there be an update from the staffing crisis task force?
Katie Brissette, Early Learning NH
01:25:38

Good idea Harmony
msalo
01:29:48
Marianne, But what does that do to the quality factor?
Sally Wuellenweber
01:29:51
NH may need to stop looking at other states and step out on our own when it comes to qualifications, education, etc. in order to save our child care system here in NH. We need to triage first and then work on sustainability. It really is that simple no staff=no centers=limited/no child care. And I also agree the pay does not create a livable wage.

Just saw comments about potential changes to ratios or group sizes in rules. We are not proposing any reductions to either.

Maybe the staffing taskforce needs to switch gears and work on getting the licensing rules into legislation and if the Gov can speed up the process.

I think the problem with us being looked at as public schools, many centers would close as it would require us to get schooling and college classes. The issue is, is no one will get their BA and work for under 18.00 per hour.Whats being looked right now, with changing whats required for creditals is what is important. Requiring hours worked and CEU's instead of college classes!
