RCV bill lost this year because of Sec Wyman's vigorous opposition, resulting in a de facto "filibuster" on state House floor by opponents she rallied to file dozens of pointless & zero-chance amendments to other bills. All such "floor amendments" must be read & debated by the House as a whole. GP researchers point out that under HR-1 provisions to get money out of politics via public financing, no indie, third party or lesser D/R pres candidate of the last 50 years would have qualified for matching funds.Only the major D/R candidates will get public money.HR-1 quintuples how much a candidate must raise (across 20 diff states) to qualify for public funding.HR-1 increases the public dollar match from 1-to-1 to six times what the major candidate raises.HR-1 eliminates the spending cap on additional private corporate money raised by a candidate who accepts public funds.No HR-1 drafters consulted Seattle's Voucher Program founders or administrators. Big mistake.These are the GP objections. GP calls for Senate amending HR-1, not throwing it away. Many other good things.
