Volunteers of America WW Dispute Resolution Center Homelessness Prevention program administers the following rental assistance funds: EHP - Ending Homelessness Program (Snohomish County), LIHEAP- Low Income Home Energy Assistance Program, and some private donations. We are in the process of applying for EFSP - Emergency Food and Shelter Program Phase CARES (Snohomish County), and city of Everett CDBG -Community Development Blok Grant CARES funding.

Other cities have declared that no one sleeps on the streets. it makes the general public feel safer and gives opportunities for people to get healed. My uneducated question is about FEMA. I appreciate the funding that has been made available by the CARES Act. This in my view is a national disaster. It seems FEMA provides for shelter for people so they don't have to be exposed to the elements. Exposure to the elements right now includes exposure to Covid19 if you are unable to shelter in place (away from other people). Can FEMA not have a role in all of this to provide shelter to people who cannot shelter on their own?
