RE: Prescriptive pathway points - the prescriptive pathway is quite different than the performance pathway, in that your compliance is not measured based on your performance, but rather your completion of a set of actions and required reporting milestones, approved by DOEE throughout the compliance cycle. So, instead of looking to see if your property made a 20% improvement in efficiency, DOEE requires your property to take specific steps to show that you have done a proper assessment of your building, created an action plan to install energy efficiency measures, and then verify the installation of those measures. When you complete your Level II ASHRAE energy audit (which must be approved by DOEE), you will then create an action plan to confirm with DOEE what energy efficiency measures you will be installing in your building. These measures must be designed to achieved at least 25% savings in your building. Thus, each measure is assigned a number of "points" by DOEE when we approve the action plan.

Solar can be used to offset *generation*, not onsite energy use. If you install enough solar to *generate* 20% of your onsite energy use and you're taking the Standard Target pathway, *then* it can be used to meet the BEPS.However, since solar doesn't actually reduce onsite use, it can't be used for pathways that require site EUI reduction (e.g., the Performance pathway).
