This is STNCs letter to Monica Rodriguez, CD7July 13, 2022Councilmember Monica RodriguezChair of the Public Safety CommitteeLos Angeles City Council200 N. Spring StreetLos Angeles, CA 90012Regarding: Evacuation RoutesDear Councilwoman Rodriguez:As Chair of the Los Angeles City Council Public Safety Committee, the Sunland-Tujunga Neighborhood Council requests that you carry the motion to formally request that the 2022-2023 Los Angeles County Civil Grand Jury prepare an investigative report into the state of evacuation preparedness. The 2021-2022 Grand Jury final report included an investigation entitled, “Only We Can Prevent L.A. County Wildfires,” which evaluated the status of the county’s wildfire work farms. An evaluation of evacuation routes and constraints is a next logical step.Further, we request that you formalize a standing Citywide Wildfire Working Group. The Group’s first task will be to study evacuation routes, constraints, and procedures. The Group will interface with our

Ditto with Metro planning to take 2 dedicated lanes from ROSCOE Blvd (E-W) after two lanes go away on VAN NUYS Blvd (N-S), which streets cross at center of Panorama City. Talk about gridlock in REGULAR times, let alone evacuation events. (Even to we will have no tsunami evacuations…:)) The Liz/York Blvd issue will be true across MANY areas. Len is a little more relaxed about this issue than I am.
Cindy Cleghorn
01:21:54
Further, we request that you formalize a standing Citywide Wildfire Working Group. The Group’s first task will be to study evacuation routes, constraints, and procedures. The Group will interface with our local fire personnel and CalFire/Forestry Department personnel as appropriate. The Group will report back to the full Sunland-Tujunga Neighborhood Council no later than October 2022 with findings and recommendations. The Sunland-Tujunga Neighborhood Council thanks you for your consideration of this request and looks forward to working with you.Sincerely,Lydia GrantPresidentSunland-Tujunga Neighborhood Councilcc: CalFire, CERT, Rangers, LAPD

Refineries will (should) never go away. US has built no new refineries for 10 years. Local refineries are key to supply of "California" gas to meet our crazy-high enviro regs. If you think gas prices are ridiculous now, just try shutting down our refineries. Lots of the green political efforts are totally out of touch with how markets and supply chains actually work.

Reminder to everyone: Since I'm trying to take roll, it's helpful if you have your NC designation (including Rep or Alternate) in your 'Name' if possible. I have 25 NC's represented so far, and that's great! But I want to make sure everyone is accounted for....

Social media and other distribution methods that require ELECTRICITY will be useless in many emergencies, such as a big earthquake. Ham radio and physical info distribution sites known in advance will be critical.

Bob, I think is it obvious that many public safety plans are not appropriate for public distribution because of hostile actors who could use them to increase local damage. That is partly why I suggested physical sites for info distribution that are know in advance. Some plans, such as those involving your unrepaired street, are so obvious re OPTIONS that there should be no issue discussing them openly.

Notive how moving the bike lane INSIDE CAR PARKING (for bicycle safety) DESTROYS ability to run over plastic bollards and regain edge space that has been marked off. The parked cards are now essentially k-rails preventing access.

Just a question to whomever mentioned excessive number of vehicles: how are people going to evacuate with pets and kids and essential belongings in an emergency?
Tony Wilkinson
01:58:09
That was Glenn's retort that was a reasonable difference with my observation that protected bike lanes (which have been installed for reasonable bike safety reason) to in fact prevent cars from pulling right into bike lanes. It's simple clash of objectives. I am not arguing for deliberately unsafe routes for any type of street use.

Example: I am a member of an association that is a 501(c)(4) so that it can speak on public issues. When an evacuation order is initiated Public Safety professionals take into account the time it takes to address pets, children and gathering essential belongings whenever possible. In the event an immediate evacuation is required those being evacuated should be Ready, Set, then Go when the order is initiated. Please visit: https://www.lafd.org/ready-set-go

Resolution: Whereas Los Angeles faces a biodiversity crisis wherein over 90% of local butterflies, songbirds, and other pollinators have disappeared in the last century due to the replacement of local flora with non- native plant and tree species, andWhereas native landscaping plants and trees can thrive in our urban environment while providing all the benefits non-native trees can offer in terms of canopy shade to offset the heat island effect, beauty, and shade comfort for humans, while providing the only path to sustainability for biodiversity, water and energy savings, and elimination of soil amendment runoff pollution,
AdrianaDeLaCruz(Lancc Secy) DRNC
02:06:45
Therefore, the (xxxxxx) Neighborhood Council appeals to the City of Los Angeles, all applicable government agencies, public-private partnerships, and private parties planting in public space to discontinue the practice of planting non-native landscaping plants and trees except in situations where plants and trees are designed to produce food for human consumption or provide a designated recreational playing field, and henceforth these same parties only plant 100% California native landscaping plants and trees within the City, and specifically within the stakeholder boundaries of the (xxxxxx) Neighborhood Council.
