One caveat regarding surveys, focus groups, and interviews--if you are gathering information yourself from children, be sure that your research is reviewed and approved by a IRB (Institutional Review Board). State agencies and any university will have them.

Legislators I have spoken to say they discount letters that are clearly copied templates. So I always suggest using the ideas/principles, but putting things in your own words, especially at the beginning of the letter.
